1. Creating more and better Jobs: What do we know? What can be done?
More jobs are not good enough – sustainable development also requires the creation of
better jobs, i.e. those that can provide a ''decent†pay and a minimum level of social
protection. On 7 May 2008, experts met in Rabat (Morocco) to discuss ways in which to
achieve this important policy objective.
Participants highlighted the importance of economic growth, but also agreed that
growth alone is not sufficient. Many trade-offs exist in the quest for more and better
jobs, notably the clash between quantity versus quality in job creation; the need for
higher skills versus inequality; and the time inconsistency problem for policy making.
Demographic factors were another focus of lively discussions. Again, countries differ
significantly in this respect. While high youth unemployment is seen as a major
problem in many countries of the Middle East and North Africa (MENA) region, India
considers the high percentage of young people as a ''demographic dividendâ€.
The extension of social protection and - more generally - the recognition of the
economic importance of the informal (mostly unprotected) sector was seen as an
important prerequisite for poverty alleviation and the political feasibility of
reform. Although no consensus emerged on the importance of labour policies relative to
other related reforms, participants agreed that evaluations and innovations in the
area of labour market policies are key to improve the performance of labour markets.

3. ADB launched Climate Change Fund
ADB has establishing a new fund to slow the onset of climate change and to help the
Asia-Pacific region adapt to the expected devastating impact of global warming. ADB
will provide an initial $40 million to the Climate Change Fund, which will be open for
further contributions from countries, other development organizations, foundations,
the private sector and other sources.
''The purpose of the fund is to facilitate greater investments in developing countries
in Asia and the Pacific to address the causes and consequences of global warming.
Money from the fund will be used to provide grant financing for technical assistance,
investment projects, research and other activities, and we welcome interested parties
to participate in the fund,†said Mr. Werner Liepach, Principal Director of ADB’s
Office of Cofinancing Operations.

4. Sustainable Development Report on Africa (SDRA)
The Economic Commission for Africa has released the second edition of its flagship
publication, the Sustainable Development Report on Africa (SDRA). This edition of SDRA
is devoted to a five-year review of the implementation of the World Summit on
Sustainable Development Outcomes in Africa (WSSD+5). Several African countries have
made progress in economic governance, public financial management and accountability
and the integrity of the monetary and financial systems. As a result, the situation in
Africa today is better than it was a decade or so ago. However, a great deal remains
to be done. In the area of corporate governance, countries have made efforts to
promote private sector-led growth and development.

5. Africa’s economic growth in 2007 again well above the long-term trend
Africa’s average real GDP grew by 5.7 per cent in 2007. The 2008 African Economic
Outlook report , jointly published by the African Development Bank, the OECD
Development Centre and the UNECA expects the rate of GDP growth to strengthen to about
6 per cent in 2008 and in 2009. The 2008 African Economic Outlook focuses on Technical
Skills Development. It also presents a comprehensive analysis of the economic, social
and political developments on the continent. Now in its seventh year, the AEO is the
only report on Africa which applies a common analytical framework to every country,
every year. Produced by the OECD Development Centre, the African Development Bank and,
for the first time this year, the United Nations Economic Commission for Africa, the

7. The World Bank Establishes a New Database on Grants
Supported by the Post-Conflict Fund and the LICUS Trust Fund
The Fragile and Conflict-Affected Countries Group has developed a Database of grants
financed by the Post-Conflict Fund and the Low Income Countries Under Stress (LICUS)
Trust Fund. The Database features basic information on each of the projects supported
by these two trust funds, including grant amounts, project components, recipients,
etc. It also includes brief summaries of project results and lessons learned, updates
on active projects, feature articles on noteworthy grant activities, and key documents
produced as part of project activities, including in-depth project evaluations. The
Database is accessible from the website of the World Bank Fragile and

vulnerable to risks, but so far insurance has been accessible only to a few, often
through informal or mutual schemes. In most countries, commercial insurers have
largely stayed away from the low-income market, mainly because of high costs and small
premiums. Yet that is beginning to change, as new cost-effective models are emerging
to extend insurance to the poor.

Foreign direct investment (FDI) is widely considered to be a key factor in economic
development in middle and low income countries. Positively, it can be associated with
the introduction of new technologies, job creation, access to new markets and
improvements in the competitiveness of host countries. But too often, FDI has been
associated with environmental degradation, increased inequality, and lack of
integration with the local economy. A number of host country government departments
have a role in influencing the overall investment climate. Among them, Investment
Promotion Agencies (IPAs) are often players because they are in the front line of
targeting investors and marketing the country as a whole. This book brings together a
series of papers identifying opportunities for IPAs to attract FDI that is associated
with positive contributions to sustainable development and good corporate social
responsibility practices. The papers are written by IIED researchers and other
sectoral experts, multilateral organizations working closely with IPAs in attracting
FDI, and representatives of IPAs themselves. The book points to a number of
opportunities for IPAs in attracting FDI with good CSR practices and highlights key

originally published in 2002 in English, French and Spanish and has since been made

The 2008 Reader on Private Sector Development - Measuring and Reporting Results

There is little information available about the impacts of programmes for private
sector development (PSD), mainly because programme goals are often very ambitious, and
impacts costly to quantify, relative to the resources available. Indeed, the cost of
measuring impacts is often classified as an ‘overhead’, to be kept to a minimum. Those
aiming to stimulate systemic change also point out that their work does not lend
itself to the mechanistic model of inputs-outputs-outcomes-impacts in conventional
thinking. Besides, practitioners would need to accept the methodology, and to be
rewarded for good performance, for results measurement to be adopted on a large scale.
However, current indicators in common usage, such as leverage (to be maximised) and
overhead (to be minimised), encourage perverse incentives and distract from the core
task of achieving developmental goals. The many self-published ‘success stories’ leave
most observers confused.
GTZ’s experience in value chain development in Asia: an external perspective

Value chain development has become an increasingly common focus for development
agencies over the last few years. GTZ’s experience in this sphere has also been
growing, both practically and conceptually. Practically, projects have been
implemented following best practices and approaches available. Conceptionally, the
''ValueLinks'' methodology, which is now accepted as the typical ''GTZ approach'', was
developed based on networking between GTZ supported programs in 3 continents and GTZ
headquarters. In order to gain more insight from the practical point of view, this
discussion paper was commissioned to examine and compare experiences made in the last
few years with differing approaches across a region. Focussing on five countries in
Asia - Bangladesh, Nepal, Sri Lanka, Thailand and Vietnam - it aims to outline the
main characteristics of GTZ’s value chain work and identify the key challenges
emerging from this. In doing so, it seeks to contribute to learning within GTZ and in
the wider donor community. The paper is built on one key premise: that in working in
value chains GTZ’s interest is to achieve impacts that are large-scale and
sustainable, requiring systemic change beyond individual firms. It is structured
around a framework of issues and criteria for describing and assessing work in value
chains and the four key stages in value chain development work: initial selection and
analysis, strategies, detailed interventions and monitoring and evaluation.
Public-Private Partnership Models in TVET and their Impact on the Role of Government

This paper by Edda Grunwald looks at how public private partnerships (PPP) in
Technical and Vocational Education (TVET) have been used in developing countries such
as Egypt and Chile with support from the German Development Cooperation. The emphasis
is on the gains that can be made from such partnerships and the governance frameworks
that need to be in place in order for them to work optimally. The processes through
which each of these countries went in order to implement such systems are described in
some detail. The PPPs build on the experience of the German dual system of vocational
education and encompass the changing focus of donor support as articulated, for
example, in the Paris Declaration, to emphasise the need to support the policies of
partner countries. The most interesting aspect of the approach is the way in which it
combines an educational paradigm and an economic or pro-poor paradigm with the
intention of ensuring that traditionally marginalized groupings are able to earn a
reasonable income, contribute to economic growth and social cohesion.
Creating an enabling environment for for private sector development in Sub-Saharan Africa

This report discusses how the business environment in Sub-Saharan African can be
improved in order to foster enterprise development. Past efforts to boost private
sector development have shown disappointing results. This holds especially for the
orthodox structural adjustment programmes of the 1980s and 90s. But also the wide
array of support schemes by governments and donors aimed to strengthen specific
industries, groups of enterprises, or supporting institutions have rarely had a
significant impact. Although a few remarkable project successes exist, these mostly
remain isolated events with no country-wide outreach and no measurable effect on
aggregate economic growth.
This study provides an analytical framework to compare the different approaches,
making their underlying assumptions explicit and proposing a terminology to
distinguish different notions of the ‘business enabling environment’. It shows that
the Doing Business agenda is embedded in a neoclassical framework assuming that
markets work reasonably well if property rights and competition are guaranteed. The
agenda thus advocates minimal regulatory government intervention and a very limited
role for supporting particular economic actors. Especially important for Sub-Saharan
Africa, it presupposes a significant growth potential even for informal micro
enterprises if unfair regulations are abolished. This is in marked contrast to
neo-structuralist positions that emphasize market failure and the need for corrective
policies, especially to enhance competitive advantages and to support disadvantaged
groups.

Aid to Fragile States: Do Donors Help or Hinder?

The record of aid to fragile and poorly-performing states is the real test of aid
effectiveness. Rich countries can justify aid to fragile states both through altruism
and self-interest. But, with some exceptions, donors have appeared at the wrong times
and with the wrong attitudes, even sometimes undermining development progress. State
failure has dimensions of both will and capacity. Failure demands constructive
engagement by donors, in some cases to save people in weak states from their leaders,
and in all cases to save the states from circumstances which they cannot control. This

Financial Arrangements in Informal Apprenticeships: Determinants and Effects
Findings from Urban Ghana

This ILO paper uses quantitative and qualitative data collected through a survey among
entrepreneurs and apprentices in micro and small enterprises in Accra, Ghana, to
analyse the financial arrangements in informal apprenticeships. It discusses the
relationship between the financing of apprenticeships and the financing of enterprises
in which the training takes place. It also examines the way apprentices finance
apprenticeship training. The findings suggest that masters commonly charge fees for
the training, either at the beginning (commitment fees) and or at the end (graduation
fee) of the training. The payment of an allowance to the apprentices (chop money) is a
widespread practice. Even if the amount of this allowance in the majority of cases

Imam Warith Deen Mohammed
1933- 2008
The Islamic Society of North America (ISNA) joins all Muslim Americans in condoling the demise of Imam Warith Deen Mohammed today.
Imam W.D. Mohammed, leader of The Mosque Cares, son of Clara and Elijah Muhammad, had the singular honor of leading a centripetal movement of his community into mainstream Islam.
Warith's father, Hon. Elijah Muhammad, was the leader of the Nation of Islam from 1934 to 1975, an organization that preaches a form of Black nationalism. Elijah Muhammad died on February 26, 1975.
After his father's death in 1975, Warith Deen Mohammed was accepted by followers of the Nation of Islam as their leader. With his new understanding, based on his lifelong study of the Qur’an and the life of Prophet Muhammad, he brought about many reforms, which brought the followers of the Nation of Islam closer to mainstream Islam and away from Black nationalism. During this journey, he renamed his organization a number of times; and finally The Mosque Cares.
Imam Mohammed who served on the ISNA Majlis ashShura, was a member of the first hajj trip sponsored by the MSA.
W.D. Mohammed gave the first invocation in the U.S. Senate ever by a Muslim. In 1993, he gave an Islamic prayer during the first Inaugural Interfaith Prayer Service of President Bill Clinton, and again in 1997 at the second Interfaith Prayer Service.
Imam Mohammed will be remembered as a bridge builder who worked across religious and ethnic lines to forge unity among people.

HOLLYWOOD - Producers of new movie The Last King of Scotland are reportedly being sued by
the family of late Ugandan President Idi Amin over the persistent allegations of
cannibalism leveled at the leader in the film.
The movie--which stars actor Forest Whitaker as the powerful
Amin's son Taban Amin confirms the family is planning to sue for
defamation for the dictator's depiction eating human flesh, arguing they never
granted permission for their father's name or image to be used.
Amin says, "These actors have been depicting my father as eating people. I
was with him for many years, but I never saw any human flesh. They had to contact the family, period. No one can just go and start filming about George Bush without the family's consent."
The movie is based on Giles Foden's best-selling novel of the same name--with the title referring to Amin's stated desire to take over from Britain's Queen Elizabeth II as monarch of Scotland. The drama--which also stars X Files actress Gillian Anderson--is scheduled to hit screens next July.

RIYADH: The Prison Directorate is studying ways to improve administration in the Kingdom's prisons and reform prisoners making them useful citizens.
Maj. Gen. Ali Al-Harithy, director general of prisons, said he is focusing on a strategy to reform prisoners and change the atmosphere in jails by easing prison regulations, Al-Watan newspaper reported.
The directorate is also trying to seek the assistance of international institutions which specialize in reforming prisons, said Al-Harithy, who led a Saudi delegation to an international conference on jails, which was held in Prague last week.

At the entrance of a bank, I bumped into Adam, an old acquaintance. Adam beamed at me with undisguised joy. When I inquired about the cause of that infectious smile, he replied, "Tariq, there's gonna be a Hausawi in the White House! Can you just believe that?"
"You mean Barack Obama, Adam?"
"Yes, Tariq," he gushed, the smile on his face bigger than ever.
"But Obama's roots are Kenyan. And as far as I know, the Hausawis are a tribe from Nigeria. Although both are from African countries, they are certainly not one and the same."
"You don't understand, Tariq. The tribe of Hausawis is all over Africa.. They have blood and family ties across the continent. Each country there boasts that it has links to the Hausawi blood. Look, I am a Saudi, but also a Hausawi. We are everywhere, don't you see?"
"But that still doesn't qualify you to be Obama's cousin, Adam, does it? Granted, Nigeria has over 370 tribes and I suppose some have moved across territorial boundaries, but linking yourself to Obama would stretch it a bit, don't you agree? Africa has over 60 countries and you are telling me the Hausawis are in each one of them? And since you are a Saudi now, why not declare that there is a Saudi in the White House? Disappointed that I was not buying into his theory, Adam countered by saying that Obama was black and African like him and that was enough reason for his to feel joyous.
"OK, I grant you that, Adam. But please don't go around proclaiming Obama to be your long lost cousin, one, twice or third removed; otherwise people will start wondering about the state of your mental stability.
"And you know what, Adam? I have just read a report in the Times of London that there are about 8,000 Bedouin tribesmen in northern Israel who claim to be the lost tribe of Barack Obama. Their sheikh in the small village of Bir Al-Maksour in the Israeli region of Galilee, Abdul Rahman Sheikh Abdullah, a 53-year-old local council member, says he has evidence that he and his family are linked by blood to the new US president.
"And unlike you Adam, the Sheikh has written to the president-elect explaining the family connection and is hoping to present the evidence in the form of pictures and papers in person once Obama moves to the White House."
"Maybe I should write to him too, Tariq. What do you think?"

While driving away, I mused over the conversation with Adam. Although I felt he was so far off base with his claims, I had to accept that Obama's election to the presidency of the United States has made people all over the world happy. It is as though they think he will realize all their aspirations. Masses have readily identified themselves with him for whatever reasons.
Whether it is his race, ethnicity or whatever, Barack Obama had trounced the white-dominated establishment in worldwide polls conducted prior to the election. People everywhere identified with this slim Kenyan-born presidential hopeful. This universal Obama fever could be linked to his message of change, one that may have given hope to people everywhere on this planet..
Granted, Obama is an American, first and foremost, and his first call of duty would be to address and resolve the economic mess the country finds itself in today. His activities will be intensively scrutinized as he is black. But he is also a man of vibrant colors to those living outside his country's borders.
It augurs well for the image of the US so badly tarnished in the last eight years. But Obama's victory also carries a great responsibility. And that is to instill the true sense of democracy in his administration's dealings with the outside world and keep away from the demands of special interest groups that had literally isolated his country in the world.
George W. Bush's message of war must quickly give way to a message of peace. Now is a time for diplomacy, not mayhem. American tentacles of aggression beyond its borders should be reined in. Otherwise Adam and millions of others, Americans or others, would quickly lose their cheer.

For over three months, one of Uganda’s most promising sports discipline –– boxing –– has been marred by counter accusations between the Roger Ddungu led national executive and rebel Uganda Amateur Boxing Clubs Association.
While sports lovers thought that the meeting between the two parties and state minister Charles Bakkabulindi last week would come up with a solution to the unhealthy wrangles, it instead ended up trying to satisfy different egos.
Yes, both sections have a point which should not be misinterpreted. Ddungu’s call for clubs to have a well laid out organisation and administrative structure and better income generating activity, is good for the game. So are calls for clubs to pay adequate registration fees.
The clubs complaint that there is a general lack of activities and that the constitution is faulty on the term of office of the top executive, needs to be addressed.
However, behind all the scapegoats is that personal egos, where both parties want to show that they have what it takes. This is what is blocking efforts to get a lasting solution.
Yes, Godfrey Nyakana was a former boxer who has a wealth of technical talent to develop the game across the entire country, but one is not sure if he will have the long-term will to invest money in the sport.
While Ddungu was not a boxer in his younger days, he has proved that he can spend some money to develop the game. He single-handedly sponsored a team to the World Championship in Chicago and Africa Championship in Namibia.
So what we need is to get the best out of each of the two leaders, and make them work together if they love the sport.
Let Ddungu be in charge of the federation and the national team, since this is where finances are needed most and then let Nyakana be in charge of the club activities, where hands on technical knowledge might be required.
With this, both parties will be committed to developing boxing and it will be the game to benefit.

THE Jinja Municipal Council has signed a twinning agreement with Skelleftea city of Sweden, Mayor Mohammed Kezaala Baswale has disclosed.
Baswale, addressing the press on Wednesday in the Jinja Town Hall, said the signing was concluded during his recent tour of Strasbourg city in France.
“The twining programme funded by the European Union (EU) is aimed at deepening the desire of mutual understanding between nations worldwide.â€
“It is a way through which countries can learn more from each other’s history, culture and thereby make a contribution to international peace and development,†he said.
Baswale revealed that Entebbe, Mbale and Busia were among the 200 African cities that signed similar agreements with different EU cities.
He said the twinning development programme was also aimed at boosting the fight against poverty and contributing towards achieving the millennium development goals at the local level.
“We have signed the agreement and expect funding at anytime. Since funding would be through the Ministry of Local Government, a decentralised funding desk would be put in place to enable us access these funds,†Baswale said.

THE National Resistance Movement (NRM) vice- chairperson, Al Hajji Moses Kigongo, has advised Muslims in Mayuge district to desist from acts of envy, hatred and intrigue if they want to develop their religion.
Kigongo said: “What has caused hatred among individuals is the issue of people not loving themselves in society. We should know that where there is love and unity, there is a generation of ideas and skills to develop you.â€
He commissioned the Kigulu Masgid Taqua Mosque at Kigulu Primary School, Kigandalo sub-county on Friday.
The $13,000 mosque was built by the Munazamat Al-Dawa Al-Islamiya organisation.
Kigongo was accompanied by state ministers Ruth Nankabirwa (defence), Rukia Isanga Nakadama (gender), the Mufti of Uganda, Sheikh Shaban Mubajje and the organisation’s country director, Galal Wahbi.
Nakadama said she lobbied for support from the Muslim organisation to support members of the Mayuge District Muslim Women Association for Dawa and Development.
They received 30 exotic goats and 10 sewing machines to start income -generating projects.

JEDDAH: Amateur artists who specialize in Japanese manga from across the world, including Saudi Arabia, are being invited to participate in the Third International Manga Awards 2009.
Katsunobu Takada, head of culture and education at the Japanese Embassy, said the contest aims to give Saudis and other nationals living in the Kingdom an opportunity to showcase their manga skills.
The Japanese animation culture is deeply rooted in Saudi society, as many generations grew up watching Arabic-dubbed Japanese animations on television. The demand for Japanese animations has increased recently, especially among the youth who have formed unofficial fan clubs and online groups that specialize in the Japanese art form.
Takada said last year’s manga awards included for the first time 15 participants from Saudi Arabia. “We hope to see more participants this year,†he said.
“Manga†originally meant “printed animation†in Japanese. “The word became an international term due to the high popularity of this kind of Japanese modern culture,†he added.
The golden prize of the Third International Manga Awards will be given to the best manga and around three works of merit will receive the silver prize, he said, adding that winners will be invited to Japan for around 10 days to attend the awards ceremony.
Prospective entries should comprise four or more pages. Works considered during the First and Second International Manga Award will not be eligible.
