ISNA joins with the American Taskforce for Lebanon in asking for the release of the U.S. government findings on the use of cluster bombs in Lebanon

On April 9th, 2008 Senator Patrick Leahy (D-VT) called upon Secretary of State Condoleezza Rice to release the findings regarding Israel's use of cluster bombs during the summer 2006 war. United States law bans the exporting of cluster munitions to be used by any state against civilian targets and those that do not have a 99 percent fail-safe rate. This provision is detailed in H.R. 2764 the Omnibus Appropriations Act of 2008. (Division J Section 646)

Unexploded cluster munitions have killed 25 civilians and 13 de-miners and permanently wounded 217 people in Lebanon. Only 20% of mine sites have been cleared, partly due to the fact Israel has not released targeting data so that the mines can be found. We encourage our members to join with us in asking the U.S. government to release its findings and work towards clearing the existing mines in Lebanon.

JEDDAH, 6 May 2008 - Saudi Arabia yesterday adopted a series of important measures, which included plans to invest in agricultural and livestock projects in foreign countries, and establish a holding company to manage such projects, to curb rising commodity prices and ensure food security.

"The Council of Ministers approved long-term and short-term arrangements for the adequate supply of essential commodities and to control their prices in the local market," Culture and Information Minister Iyad Madani said after the Cabinet meeting at Al-Yamamah Palace in Riyadh.

The meeting, chaired by Custodian of the Two Holy Mosques King Abdullah, also set out mechanisms to implement the program adopted by the government earlier this year to control prices, the Saudi Press Agency said. "The new measures are aimed at reducing the financial burden caused by the big jump in prices of essential commodities as well as agricultural and animal products," the Cabinet said. It urged the Ministry of Commerce and Industry to prepare a comprehensive study on the Kingdom's future food requirements.

The new measures come after inflation in the Kingdom hit a new record of 9.6 percent last month. Saudi Arabia has already cut customs tariffs on food such as frozen poultry, dairy products and vegetable oils from 20 to five percent.

Levies on building materials such as paints, gypsum, electrical cables and plastic pipes were reduced to five percent while duties on wheat products were completely eliminated. The government then introduced subsidies, cost of living allowances and welfare payments to help citizens cope with unprecedented price hikes.

The Cabinet also disclosed plans to establish new warehouses by the private sector to store foodstuffs and directed the Ministry of Commerce and Industry to coordinate with other government agencies to allocate land for the purpose. The meeting instructed the ministries of Islamic affairs, education, culture and information, and commerce and industry to enlighten the public on the need to rationalize consumption.

Spelling out long-term measures to curb prices, Madani said the ministries of agriculture and commerce and industry would present within two months a report to the Cabinet of a comprehensive survey it is conducting on investment opportunities in agriculture, cattle and fisheries in other countries.

"Experts will be appointed to conduct a detailed study on the Kingdom's future food requirements to achieve food security, build strategic storages of essential commodities, and set up infrastructure facilities for the purpose," Madani said. The Cabinet has given the ministries of commerce and industry and agriculture two months to present the study.

Meanwhile, the Foreign Ministry will prepare draft agreements for Saudi Arabia's external investments in agriculture, cattle and fisheries within two months. The agreements will include necessary incentives and guarantees for such investments.

The Cabinet also instructed the ministries of finance, agriculture, and commerce and industry to conduct a feasibility study - due within three months - on setting up a holding company in which the public and private sectors will have stakes to manage agricultural and animal investments in foreign countries.

The Cabinet meeting also decided to expand the Kingdom's agricultural, animal and fisheries investments abroad and said such investments should not be concentrated in a single country, Madani said.

Saudi businessmen will be encouraged to invest in the sector by providing them with credit and finance facilities through public finance institutions. "This will enable supply of these products at reasonable prices and ensure food security at medium and long-term levels," Madani told SPA.

The Cabinet said finance for infrastructure projects required for agricultural and animal investments in foreign countries would be arranged through the Saudi Fund for Development, and regional and international financing institutions. The ministries of finance and agriculture will prepare the mechanism to purchase agricultural products from Saudi companies investing in foreign countries.

The Cabinet meeting urged the Finance Ministry to provide necessary financial support to the Ministry of Commerce and Industry in order to acquire necessary human and material resources to carry out its mission in the right manner, especially to monitor prices, and implement the laws related to commercial data, combating trade fraud and ensure fair competition.

Earlier, King Abdullah briefed the ministers on the outcome of his recent talks with Palestine President Mahmoud Abbas in Riyadh. The Cabinet urged big powers to shoulder their political and moral responsibility toward the Palestinian people and take quick steps to prevent Israeli atrocities against them.

"The Quartet countries jointly and individually should translate their declared stands toward Palestinian national rights and the right of Palestinians to establish a state. They should also confront Israel's expansionist policy and its racist separation wall," the Cabinet said.

The Cabinet inducted seven new names to the board of directors of the Supreme Commission for Tourism and Antiquities. They are: Dr. Adnan Wazzan, Abdullah Al-Muqbil, Dr. Saad Al-Rashid, Muhammad Bakr, Taha Al-Quwaiz, Abdullah Al-Baziee and Dr. Saadoun Al-Saadoun. The Cabinet also approved new regulations for state prizes and set the definition for illegal possession of arms and ammunition.

RIYADH, 7 May 2008 - The legacy of a king, a leader, a revolutionist, an inspirer, and - most of all - a freedom fighter for Palestine was remembered last night in Riyadh.

Giving tribute to one of Islam's and the Kingdom's greatest leaders, Riyadh Gov. Prince Salman, chairman of the King Abdul Aziz Museum, inaugurated a three-day seminar and scientific exhibition on the history of King Faisal.

"I saw in him a true believer, an intelligent politician... He listened beyond patience and was silent and understanding. When he spoke, he decided. And when he decided he was firm... He respected himself so people respected him. He ruled himself, so he ruled the people... He was a staunch supporter of Islamic causes," said Prince Salman.

He added that the late king, before he was martyred, was asked how he saw Saudi Arabia after the year 2000. "I see it as a beacon of light for all humanity," he replied.

Last night's opening ceremony was also attended by the late king's surviving sons - Prince Muhammad Al-Faisal, Makkah Gov. Khaled Al-Faisal, Foreign Minister Prince Saud Al-Faisal, Prince Bandar Al-Faisal and former Ambassador to Washington and London Prince Turki Al-Faisal.

Speakers at the event mentioned how King Faisal would always be remembered for his wisdom and vision to unite the Islamic world. "His dream was that all Muslims would be able to pray in the Aqsa Mosque," said Prince Khaled.

A video of the late king speaking at the White House in 1973 was also shown at yesterday's opening event. "Our tensions are because of the suffering of our (Palestinian) people, the suffering of our (Muslim) nations," the king said boldly, while US President Richard Nixon looked on.

In Saudi Arabia, King Faisal will be remembered as the person who issued a law banning slavery and paved the way for female education.

Starting early today, local and international speakers will discuss the king's legacy in over a dozen sessions. The final session will be attended by Prince Khaled and several government officials who held important positions during King Faisal's reign.

In a previous interview with Asharq Al-Awsat, Prince Turki Al-Faisal, chairman of the King Faisal Center for Research & Islamic Studies (KFCRIS), said prominent Saudi and foreign speakers would be addressing the three-day seminar.

"This seminar is significant as it focuses on a person who lived during the Kingdom's unification by King Abdul Aziz... King Faisal also made considerable contributions to the Kingdom's development and in taking the country to a new phase of progress and prosperity," he said.

On the sidelines of the event, an exhibition entitled "Witness & Martyr" is also being held.

The 35th Organization of Islamic Conference (OIC) will be held here between June 18-20, attended by foreign ministers and businesspeople from Muslim countries.

The conference will be preceded by a business forum on June 16-18 at Imperial Royale Hotel, as a parallel event to the Council of Foreign Ministers to be held on the 18 -20 at the Speke Hotel Munyonyo.


The forum will create a platform for sharing experiences and identification of investment opportunities in Africa with the 57 members of OIC, Uganda's regional cooperation minister, Isaac Musumba, said.

"The meeting will lay a foundation for tapping investment opportunities within the region since Uganda is the only member of OIC within the East African Community. This is not an affair for only Uganda but the whole region; we have invited the East African Business Council to also participate. We want to promote business and investment in the region during this forum," he told The New Times of Rwanda.

Some 1,000 participants are expected to attend the OIC Business Forum. "Most of the richest people in the Arab world have confirmed their attendance and we encourage our business community to utilize this opportunity to promote their businesses. Most Islamic countries have decided to invest more in sub-Saharan Africa to fully tap the African market," the minister said.

The army has denied allegations of using underhand methods to grab the property of late President Idi Amin located on plots 33-35, Chwa Road in Mbuya, Kampala - four years after the former dictator died in exile in September 2003.

Maj. Paddy Ankunda, the defence and military spokesman said mid last week that the army has never owned the prime land in question, as alleged by three army officers currently occupying apartments on the land, and that, therefore, the institution should not be sucked into the raging ownership controversy.


"The army has no interest at all in that property," said Maj. Ankunda, "The matter [wrangle] is between the individual army officers occupying the house [on the contested land] and the claimants (Amin's family)."

Brig. Fred Mugisha, the commander of the UPDF's Field Artillery Division, Lt. John Mwesigwa of the Chieftaincy of Military Intelligence and Capt. Fred Zedekia, attached to Army General headquarters in Bombo currently reside in the contested buildings.

The trio first refused to vacate the house as ordered by President Yoweri Museveni on grounds that the Uganda Land Commission held the land in trust for the army. They later claimed that Amin obtained the property fraudulently.

Ms Maimuna Amin, one of the daughters of the late President said the 0.845 hectare land at Mbuya is "our family property", which "Mzee bought using his personal money."

Documents seen by Sunday Monitor indicate that the details of the transactions for plots 33-35 were entered in the particulars of Al-Hajji Field Marshall Idi Amin Dada at 11.00 a.m. on March 15, 1976.

"I don't know why the UPDF officers are disobeying Gen. Museveni's order to vacate our house," Ms Amin said, "Now, they are trying to use their power and money to manipulate things and grab the land and houses on it."

Gen. David Tinyefuza, the coordinator of national intelligence agencies whom President Museveni tasked to ensure the Amin family repossesses the property and be paid rent arrears dating to 1986, said he is "handling the matter."

"Since the officers living in the house are employees of the Ministry of Defence, I have asked the defence ministry and Attorney General's office to handle it," he said.

The Attorney General, Mr Kidhu Makubuya was not available for comment while his Deputy Mr Fred Ruhindi could not answer repeated phone calls from this paper.

Late Amin's son, Maj. Gen. Taban Amin, now the deputy director general of the International Security Organisation (in charge West Nile/eastern DRC) said they want the authorities to evict the three officers.

"We still hope that the soldiers occupying our family house at Mbuya will have the discipline to listen to the President and Commander-in-Chief Gen. Museveni and leave so that we secure vacant possession of the property immediately," he said adding: "We are tired of waiting for what is genuinely ours."

He said the family had all documents to prove ownership of the Mbuya plot. But Sunday Monitor has learnt that the copy of the original title deed for the contested property has mysteriously vanished from the file of the Registrar of Titles at the Central Registry at the lands ministry.

Instead two documents; one of which could be a forged title, are now in circulation.

"I don't know how it happened but the person who is the custodian of records at the Lands Registry should be able to explain or be liable when another person forges the said documents to claim our plots in Mbuya," said Ms Amin.

Even after an official appointment on April 22, Sunday Monitor waited for more than one an hour before seeing Ms Sarah Basangwa, the acting Commissioner for Land Registry who suddenly said she could not speak to journalists without authorisation by line Permanent Secretary, Mr Gabindadde Musoke.

She referred Sunday Monitor to the permanent secretary. But the secretary to the PS, who identified herself as Ms Brenda said her boss, Mr Musoke would not be available for many days.

Nigerians begin boycott of British Airways May 15

A pressure group, Respect Nigerians Coalition (RNC), has called on all Nigerians to begin an indefinite boycott of the services and operations of British Airways from May 15, 2008.






The group in a statement titled "Boycott British Airways from May 15th," said the airline has not in any way addressed the salient issues raised by Nigerians and those passengers maltreated on the flight BA 075 on March 27, 2008.

The statement jointly signed by Kennedy Emetulu, Michael Egbejumi David and Tosin Awotesu, added that given the ultimatum to address those issues, Nigerians should boycott the services of the airline beginning next Thursday.


RNC claimed the airline was asked to, among other things, ''tender a clear and well-worded apology to all passengers affected by their discriminatory and intimidatory conduct aboard flight BA75 on 27 March, 2008 in a Nigerian national newspaper; tender a clear and well-worded written apology and appropriate compensation to Mr Ayodeji Omotade for financial and emotional losses suffered as a result of the conduct of British Airways and its agents on the day.


"Withdraw all adverse statements made to the police about Mr. Ayodeji Omotade over this incident; lift the ban imposed on Mr Ayodeji Omotade, even as he would still retain his right to decide whether or not to fly British Airways in the future, and issue an undertaking that the British Airways shall improve its customer care culture and desist from such practices that give the impression that the airline is arrogant, uncaring and discriminatory."
The group noted with dismay that the airline has not deemed it fit to respect any of its demand appropriately, adding that all it had done in the press was not acceptable to them.


"On Tuesday, April 15 2008, we made five specific demands on British Airways over this issue and asked that they address these before Wednesday, April 30, 2008.


The RNC added that its member have already commenced a boycott of the airline stressing, "We members of the Respect Nigeria Coalition (RNC) have resolved to officially commence the worldwide boycott of British Airways goods and services as from Thursday, 15 May, 2008. We are calling on every Nigerian and friends of Nigeria, every person who loves justice and fairness and every person who has a social conscience to vote against British Airways ."


The group called on all Nigerians who felt strongly about the maltreatment meted to Nigerians to sign up their protest.


"We are calling on people to educate British Airways on the virtues of good corporate citizenship. Nigerians and friends of Nigeria all over the world will continue to sign the Petition/Protest Letter posted on our two websites -www.nigeriavillagesquare and www.respectnigerians.com as long as the protest continues."


While recognising the concern shown by President Umaru Yar'Adua and that of the Nigerian Civil Aviation Authority (NCAA) on the issue, the RNC insisted that it would not wait for the Nigerian government to dictate what to do to the airline before taking action.


According to the coalition, "we are aware that discussions are ongoing between agents of the Federal Government and British Airways, the details of which are unknown to us at this time. But we are not waiting for the Federal Government to teach British Airways that the customer is king.


"They will find that out as they continue to test our resolve, because we are absolutely determined to prove that it's possible for people's power to trounce corporate tyranny. The outrage after the incident happened in London, had attracted the Presidency in Nigeria, forcing President Yar'Adua to order investigation of the incident by the Ministry of Aviation.


The airline while explaining its action said it was a legal requirement under the UK immigration Act of 1971, for an airline to carry deportees adding that ''British Airways, like all other airlines, must comply with this law.


It added that the ''disturbance on board the BA75 service to Lagos on Thursday 27th March was a very serious incident, which required the presence of 20 uniformed police officers to regain control of the situation". It also confirmed that Omotade as a result of the incident is now subjected to a six-month ban from travel on BA flights.


The management of the airline, last week, said it regretted its actions in a statement through its media consultant, Ademola Adedoyin. The airline, said, "We regret the upset that the events onboard the BA75 to Lagos on 27th March have caused in Nigeria. We have made it clear that the decision to off-load passengers was made in consultation with and on the advice of the UK police, and the sole aim of this decision was to ensure the safety of our passengers, aircraft and crew."


It claimed that those passengers off-loaded from the flight were of various nationalities and not Nigerians only adding that the arrest and detention of Omotade was the decision of the Police which the airline cannot comment on."


"Off-loading passengers is not a decision that is taken lightly, and is a rare occurrence. However, the disturbance on board the BA75 service to Lagos on Thursday 27th March was a very serious incident which required the presence of 20 uniformed police officers to regain control of the situation." Adedoyin added that the commotion made it dangerous to travel on the aircraft.


"Given the level of disruption on board the plane as it was preparing to depart, it was not possible to pinpoint which passengers were the most involved. In addition, our crew was subjected to both verbal abuse and physical assault which, in the confined space of an aircraft, can be a particularly serious issue.


"Hence the police decided, with the agreement of the captain, that it would be unwise to let all the passengers travel on the aircraft as their behaviour could pose a safety risk.


"Of the 133 passengers off-loaded following the disturbance 64 re-boarded the flight before take-off. Those off-loaded were of various nationalities, including British and American passengers. There was also a mix of nationalities among those who flew, including Nigerian passengers."

Where is Idi Amin Dada (RIP) on the good side of Ugandan history? Those who wish Uganda well cannot ignore Amin, the third President of the Republic of Uganda.

Mr Amin made Uganda prominent on the world map for some of the wrong reasons, but no one, neither Herodotus, the great Greek historian, would have revised the historical facts of the good things Mr Amin did for Uganda, and especially the Muslim community, nor will the NRM revisionists who demonised Mr Amin change that history.


Although Mr Amin officially allocated the land where the "Gadaffi Mosque" stands, no mention or credit was given to him at the inauguration of the historical Mosque in March 2008. Col. Gadaffi, who was a cheerleader during Amin was an accomplice and comrade in crime against humanity, instead took all the credits. The mosque was named after him plus a bonus - the Makerere Hill Road is now Gadaffi Road. Yet the background of that mosque is Amin's vision for Muslims in Uganda.

Personally, I wouldn't have mind if the "Old Kampala Mosque" were named after Mr Amin. I just hope the Ugandan Muslim community has not forgotten Amin altogether.

They did not even give him the slightest recognition as far as the "Old Kampala Mosque" is concerned. With due respect, with Mr Amin, some of the infighting over properties in and around the country, wouldn't happen.

Before the advent of Amin in 1971, Ugandan Muslims were like second-class citizens. They were called names. But all that changed. Mr Amin gave the a sense of pride and collective identity through the establishment of the Uganda Muslim Supreme Council.

According to the Daily Monitor of May 7, Uganda will host the Organisation of the Islamic Conference (OIC) from June 16-20, 2008. That credit goes to Mr Amin and no one will take it away from him, even if nothing is mentioned of him. Even President Museveni must be humbled by Mr Amin's pragmatism.

Mr Amin made sure Uganda became a member of (OIC) in 1974, even when in reality Uganda was not an Islamic country - like the majority member states. Neither President Museveni nor those who hate him even in his grave will change that fact.

I do not know what the Koran says about forgiveness.

As a Christian, forgiveness is the greatest therapy to a victim of oppression and related trauma. And the bottom line is even to love one's enemy, "Father forgive them; they know not what they do" (Luke 23:34).

Forgiveness saves the victim psychologically and morally first and the villain next.

But there are some people in this country who have committed serious crimes against Ugandans than Amin; they added and contributed nothing to what Amin did Uganda proud. But whenever they want to make political statements, they shamelessly chest-thump and shake their fists at Amin even when he is in his grave far away in Saudi Arabia.

Some Ugandans, including our current President who was not even the direct victim of Amin's leadership are so vindictive. They are the least forgiving compared with those who during amin

I lost many relatives including a brother and brother in-law during Amin but I forgave Amin. Prominent among them was Erinayo Oryema (Minister of Internal Affairs then). Amin himself may have not sanctioned most of crimes but he takes the blame to date.

As good Africans and Christians, most Acholi and Langi who suffered forgave Amin long time ago and moved on with their lives.

Even as we ponder the LRA/UPDF atrocities in Northern, most of the direct and indirect victims have forgiven Kony and the LRA and moving on with their lives. But those who haven't crossed the Karuma bridge to see the aftermath of the 21-year LRA/UPDF victims are baying for Kony's blood.

ISRAELI opposition leader Benjamin Netanyahu and his family have thanked President Yoweri Museveni for memorialising his brother, who was killed in the 1976 hostage rescue at Entebbe Airport.

He supported Museveni’s plan of setting up a museum commemorating the rescue of more than 100 hostages held by Palestinian gunmen. Museveni was in Jerusalem for Israel’s 60th anniversary celebrations.

However, he was more interested in ancient history when he grilled Netanyahu and his historian father on Jewish presence in the holy land.
In their meeting on Wednesday, Museveni asked the Netanyahus when Jews first lived in what is now Israel, what other communities lived in the area at the time, and if Jews displaced them, according to the Associated Press.

According to another report by the Jerusalem Post, Museveni met Likud leader Benjamin, his brother Ido and father, Prof. Benzion Netanyahu. Benjamin’s brother Yoni, was killed in the 1976 operation Thunderbolt.

During the meeting, Museveni announced that the only remaining structure of the old Entebbe Airport and the control tower, would be turned into a museum commemorating the operation later renamed “Operation Yoni.”
Yoni was commander of the Israel Defence Force (IDF) raid.

During the operation, 248 passengers and 12 crew members were rescued from the Entebbe airport, where they had been held hostage after Air France flight 139 was hijacked by the Popular Front for the Liberation of Palestine, a terrorist group, and German terror cells.

The museum, Museveni said, would be dedicated to both the operation and the worldwide fight against terror.
In 2005, Museveni and Benjamin dedicated a memorial plaque at the control tower.

“The IDF operation was a turning point for the global war on terror and Uganda's struggle against the rule of then leader Idi Amin,” Benjamin said during the meeting. Yemeni Al Qaeda warns non-Muslims in Arabian Peninsula








DUBAI (Reuters) - An Al Qaeda Yemeni wing threatened attacks on Thursday across the Arabian Peninsula against non-Muslim foreigners including tourists and journalists.

"We warn you not to enter the Arabian Peninsula under any name or cover be it as tourists, diplomats, scientists, experts or journalists, you will be a primary target for the mujahedeen," Al Qaeda in the South of the Arabian Peninsula said in the editorial of its e-magazine.

"We stand absolved from [the rights] of any infidel who has entered the Arabian Peninsula. [Targeting] their blood and money are religiously right," it said in reference to non-Muslim foreigners, whom Al Qaeda calls infidels.

Al Qaeda-linked militants in neighbouring Saudi Arabia have waged attacks on Western targets but appear to have been weakened due to a security crackdown.

Yemen has seen a surge in small attacks on government buildings and foreign embassies in recent weeks.

In April, an Al Qaeda-linked group said it fired three mortar rounds at a complex housing Americans and other Westerners in Sanaa. No one was hurt.

The attack was aimed at expelling infidels from the Arabian Peninsula, home to Islam's holiest sites, it said.

In March, a school near the US embassy was hit by mortars injuring 13 girls and five Yemeni soldiers in an attack Washington said was aimed at its mission.

Al Qaeda in the South of the Arabian Peninsula said it would not uphold any treaties between the government of Yemeni President Ali Abdullah Saleh and any other country.

Call for Proposals 2008- Remittances
The International Fund for Agricultural Development, a specialized agency of the United Nations, in partnership with the European Commission, the Inter-American Development Bank, the Consultative Group to Assist the Poor, the Government of Luxembourg, the Spanish Ministry of Foreign Affairs and Cooperation, and the United Nations Capital Development Fund are pleased to announce the 2008 call for proposals.

Promoting Innovative Systems and Investment Channels for Migrants Through its US$13 million Financing Facility for Remittances (FFR), this multi-donor fund aims to reduce rural poverty and promote development. The facility will increase economic opportunities for the rural poor through the support and development of international and domestic remittances services that are innovative, cost-effective and easily accessible, for countries in Africa, Asia, Europe, Latin America and the Caribbean, and the Near East.

The objectives of the 2008 call for proposals are to:

· Improve remittances transmission and access to remittance services in rural areas;

· Link remittances to financial services and products in rural areas;

· Develop innovative and productive rural investment channels and opportunities for migrants and community-based organizations.

The FFR will promote strategic partnerships linking non-profit organizations with formal financial intermediaries, money transfer operators, microfinance institutions, financial cooperatives, non-financial institutions, postal networks and philanthropic organizations, among others.

Through a competitive process, the FFR will award eligible institutions with grant financing of up to US$250,000 per projects, which should be implemented within a two-year period. Applicants must provide a minimum counterpart contribution of 20 per cent of the amount requested (or 30 per cent for projects in the Latin America and Caribbean region) of which at least half should be in cash.

Only non-profit organizations are eligible to receive grant financing.

A Cabinet committee tasked to advise the government on taming critical media is considering a constitutional amendment that deletes the provision on freedom of the press.

The sub-committee headed by Public Service Minister, Henry Muganwa Kajura, was formed after three separate Cabinet papers on the management of the media failed to find consensus in Cabinet.

The majority of ministers want tough restrictions against the media.

The third and latest paper titled, ‘Cabinet Retreat on Media Management’, was presented to Cabinet on May 21 during a retreat at Statistics House in Kampala.

Information and National Guidance Minister, Hajji Ali Kirunda Kivejinja, 72, presented the paper to a Cabinet session uncharacteristically chaired by President Museveni.

That Statistics House session was the latest in a series of attempts by Museveni’s Cabinet to end what government calls “irresponsible reporting and negative coverage”.
The Weekly Observer has learnt that the latest manoeuvres are a culmination of longstanding complaints by the President about the media.

In November 2006, Museveni wrote to the Attorney General, Dr. Khiddu Makubuya, instructing him to consider amending the Penal Code Act and other media-related laws to provide for more stringent provisions that would stop what he called “irresponsible reporting”.

According to Cabinet minutes The Weekly Observer has seen, the President actually instructed his ministers to do something about critical media on more than two occasions in 2006.
As a result, the Cabinet formed a committee on Information and Communication. Members included Maj. James Kinobe (minister of state for Youth), Kabakumba Masiko (Chief Whip) and Khiddu Makubuya (Attorney General).

Among other things, a policy on the flow of government information was formulated and passed by Cabinet. It explains how government can share information with the public, providing for routine press conferences, etc. But this was deemed unsatisfactory.
Kivejinja paper

In trying to do something as the President had instructed, Kirunda Kivejinja in a paper titled, ‘Government Media Management’ explained to Cabinet what he thought was the problem.
His paper was presented to Cabinet early this year.
Kivejinja noted in his paper that liberalisation of the airwaves was done ahead of policy formulation. Some radio stations, he explained, were licensed and began operating before Cabinet came up with the policy on airwaves.
He noted that as a result, it has been very difficult to enforce the policy on radio stations that started work before the policy formulation.

Kivejinja also informed Cabinet that when the Media and Journalists Statute was enacted in 1995, there were few qualified journalists, yet the law provided for a university degree or post-graduate qualification for one to be considered a journalist.
The journalists of the day, most of whom lacked the stated qualifications, fought the new law and succeeded in rendering it ineffective.

Kivejinja further explained that the new Constitution promulgated in 1995 guaranteed freedom of expression which includes freedom of the press under Article 29(1).
Quoting Article 41, the minister informed Cabinet that every citizen has a right to information in the hands of the state, except if that information is prejudicial to security. He, however, says that such prejudices are not well defined.

The Weekly Observer has reliably learnt that Kivejinja’s colleagues were not amused by his presentation.
After describing the paper as “technical” and in need of “surgery”, the majority of ministers who are radically opposed to free press chose the Minister of State for International Relations, Isaac Musumba, to write a counter-paper to Kivejinja’s.

The reason Musumba was chosen was his eloquent submission in favour of harsher restrictions on the media.
The radical ministers also proposed a retreat to dissect Kivenjinja’s paper as well as debate Musumba’s reply. That led to the May 21 Statistics House sitting.
Musumba’s paper, the second on media from Cabinet, used a recent report on electronic media done by journalists Karuna Kanaabi and Peter Kibazo to bolster his anti-press arguments. His paper was particularly critical of radio stations, which he argued lack professionalism.

Second paper

Isaac Musumba was not present to read his paper during the Statistics House sitting. The majority of ministers who subscribe to his view proposed that a committee be formed to study the matter and advise Cabinet.

Kivejinja, according to various sources, pleaded that he be allowed to present his second paper, a third document on the issue in a few months. He was eventually allowed to present his revised paper titled, ‘Cabinet Retreat on Media Management’.

Kivejinja spiritedly explained why it is difficult to muzzle the media. In fact, he concluded that there is no law that can allow anybody to “tame” the media.
The minister maintained that the Constitution guarantees freedom of the press. He said the 2004 Supreme Court judgment in favour of Andrew Mwenda and Charles Onyango Obbo that nullified the offence of ‘publication of false news’ had made it even more difficult to control the media.

Kivejinja proposed that to deal with the media, government must be pro-active. He advised President Museveni who was in the chair to improve the government’s public relations instead of seeking to fight the media.

He proposed two Cabinet press briefings a month, district press briefings, and regular presidential briefings.
Quoting a January 2007 Cabinet decision instructing him to re-enforce the government’s public relations machinery, Kivejinja proposed that government begins buying airtime on private radio stations to disseminate its views.

He added that activists should be facilitated with airtime, transport and allowances to call radio stations and present views that are government friendly.
He also proposed that the country be divided into media zones and politicians instructed to become active in their localities.

Kivejinja further noted that the transfer of the management of electronic media to the ICT ministry had created a vacuum. For instance, the tenure of the Broadcasting Council expired in March 2008, but is yet to be renewed.

Kivejinja progressively proposed that the media should be allowed to regulate itself just like architects do. He argued that requiring one to be a graduate in order to practise journalism as it is under the Media and Journalists Statute is no solution as a tabloid managed by graduates was the most notorious newspaper on the market, while a daily with almost its entire staff graduates was biting government very hard.

Harsh restrictions

For the second time, the majority of ministers were unhappy with Kivejinja for suggesting that there was no means of dealing with the media.
The President was also understood to be unimpressed, having complained that a daily newspaper, an FM radio station and one vocal journalist were attacking his family unimpeded.

With the President’s support, the radicals carried the day.
A reliable source told us that Security Minister, Amama Mbabazi, described the situation as a multi-sectoral matter that touches on both the politics and security of the country.
Those bent on imposing restrictions on media included; Mwesigwa Rukutana, Isaac Musumba, Amama Mbabazi and Nyombi Thembo, among others.

According to our sources, it was observed that ministers who have been exposed by media for involvement in scandals sought tight control of the media, while those with clean records in the media felt the current laws were enough.
A senior minister quoted Prime Minister Prof. Apolo Nsibambi as telling his colleagues that they should not seek institutional protection for their personal problems.

Nsibambi reportedly reminded the ministers that they are public officials who should conduct themselves responsibly, as the media would inevitably be interested in every bit of their public and private lives.

At the end of this meeting, which went on till late at night, the majority of ministers favoured the formation of a sub-committee to study both the Kivejinja and Musumba’s papers and advise Cabinet within one month.

This committee members, as reported by the dailies last week, are; Public Service Minister Henry Muganwa Kajura, 73, Kivejinja, Amama Mbabazi, Matia Kasaija and Khiddu Makubuya.

A source close to this team told The Weekly Observer that it might propose amending Article 29 (1) of the Constitution to remove the reference to “freedom of the press”.

Using annual licenses to reign in perceived errant journalists is also being floated. Those considered too critical would have their licenses withdrawn.

PRESIDENT Yoweri Museveni’s grandparent, Yosia Rujunzana, has died at the age of 118, according to a statement from State House.

The deceased was a paternal uncle to the late Esteri Kokundeka, the mother of the President.

Museveni was among the mourners, who last week attended Rujunzana’s burial at Kabaserwe village in Kakamba parish, Isingiro district.

The deceased, born in 1890 in present day Ntungamo district, passed away on May 19.

“Museveni said Rujunzana had a successful life because he did not take alcohol, cherished hard work and above all, was God-fearing,” said the press release.

The President noted that he would not mourn Rujunzana’s demise but celebrate the gift of life which God gave him.

He particularly praised the old man for sheltering his mother during the period he (Museveni) was in the bush, while leading the guerilla struggle from 1981 to 1985.

Museveni vows to destroy LRA’s Kony

President Yoweri Museveni announced yesterday that his government is ready to “destroy” the Lord’s Resistance Army rebel leader, Joseph Kony.

Kony, currently believed to be hiding in the DR Congo Garamba forest, has since refused to sign a final peace settlement to the 20-year-old rebel insurgency in northern Uganda.

The sticking point appears to be the arrest warrants issued by the International Criminal Court for Kony, and some of his generals. Kony says he will not sign a peace deal until the warrants are withdrawn.

Giving his annual State of the Nation address in Parliament yesterday, Mr Museveni assured Ugandans that the army is ready to flush Kony out of the DRC if President Joseph Kabila and the UN give Uganda a go-ahead.

“I can assure all of you Ugandans that Kony cannot disturb the peace in northern Uganda given the nature of professionalism of the Uganda Peoples Defence Forces. We now have sophisticated equipment and are ready to respond,” he said.

“Since Kony is in Congo, it is now the responsibility of Kabila and the UN to call on us. Incase Congo asks for our assistance, we are ready and prepared to go and destroy him,” Mr Museveni added.

He warned that if Kony comes back to Uganda, the army shall “destroy” him like it did in Teso region.

He noted that the security of the country “is excellent” adding that the army is ready to deal with any armed forces that may pose a threat to the security of the country.
The President’s strong warning to the LRA comes as a result of the failed peace talks.

Early this week the army announced that the negotiations are no more since Kony has not responded positively and that they would use a military approach to silence him with full support of other countries in the Great Lakes region.

Commenting on the rising crime rates in the country, President Museveni warned that whoever shall be found in possession of a gun illegally will be courtmartialled.

“We are going to try all those found with guns in the court martial. Let us save you [referring to the Chief Justice Benjamin Odoki] from dealing with those caught with guns,” he said.

He said when such criminals are tried in the court martial, “Uganda will remain peaceful”.

“Those holding guns are volunteers and they were not recruited by the army. Let’s deal with them once and for all,” he said.

PRESIDENT Yoweri Museveni has instituted wide-ranging investigations into corruption in a number of government agencies. The President wants to know whether there was value for money in the construction of roads, schools and hospitals.

He was concerned that the cost of road construction had escalated. The other agencies under investigation are the Uganda Investment Authority, the National Agricultural Advisory Services and the Northern Uganda Social Action Fund.

In his State-of-the-Nation address to Parliament yesterday, Museveni said the inquiry had been prompted by corruption in the roads sector, the poor handling of investors and misappropriation of poverty eradication funds.

A jovial Museveni, who spoke for two-and-a-half hours, also criticised the opposition and the media, which he said was not patriotic. “Why do you associate yourself with radios and newspapers which preach sectarianism and undermine the economy? Should we accept the behaviour of these people?” asked Museveni.
He noted that one opposition figure had warned of a Tsunami.

FDC president Col Kizza Besigye once predicted “a political tsunami” if he was arrested.

Castigating the way investors are handled, Museveni said: “We must support in all ways these investors. In my language it is called okutiitiibya (pampering). We are not doing them a favour. They have a critical role to play in our development.” He castigated corruption in the district road works, which he said were tendered out to private contractors at “scandalous” rates.

Two-and-a-half years ago, Museveni said, he had learnt from the works minister that some roads were designed to last 50 years and others 15 years. The former are meant for developed nations and the latter for poor countries.
He said he was investigating the cost of constructing the two types of roads.

“Some years ago, a kilometre of such a road, used to cost $250,000-$300,000. It is now $600,000-$800,000 or more, on account of high fuel costs, etc. Is it the same elsewhere in the world?”

The President criticised donors, who he said, preferred low quality roads but delay to provide money for reconstruction.
To address the problem of poor roads, the Government, he added, would construct core roads namely, Katuna-Malaba-Busia, Kampala-Gulu-Bibia, Kampala-Fort Portal, Kampala-Hoima, Tororo-Moroto, Mbale-Lira-Kamudini and Karuma-Arua.

He said he was considering buying road equipment for every district instead of the present system of contractors who charge exorbitant prices. Each district, he added, would be given a grader, a wheel loader, a compacter and two tippers.

Social infrastructure
The President said to date, there are 87,806 classrooms for the primary schools, compared to 44, 106 in 1986.
He said there are 11,883 government primary schools and 5,924 non-government primary schools, in addition to 911 government secondary schools.

At least 804 of them provide universal secondary education, while 3,535 are non-government secondary schools. In 1986, he added, Uganda had 597 health centres, dispensaries and sub-dispensaries. The number today, he said, is 3,124, excluding 40 general and 11 regional referral hospitals.

He called for the repair of district hospitals and old secondary schools such as Kabalega and Masaba SS.

Economy
The President said despite the mistake made by the 6th Parliament of delaying the Bujagali dam construction, the economy had done exceptionally well.
The economy, he argued, had grown by 9.1% per annum in 2007 and was projected to grow by 9.8% in 2007/08, despite high world oil prices and the bad road network.

He added that given this rapid growth, the economy was now estimated at sh24.1 trillion compared to only sh3.7 trillion in 1986/87. “It is easy to transform Uganda in a very short time into a modern country. Look at the housing industry in Kampala. What is happening in Kampala and Entebbe is happening in all other parts of the country,” he said.

Prosperity-For-All
Museveni called for support of the Prosperity-For-All (Bonna Bagaggawale) programme, particularly in the agriculture sector.

He said the programme would be followed by savings and credit co-operative societies based at sub-counties. Some families, he said, had responded to the programme and were generating sh20m per annum.

Industrialisation
Museveni cited the fish sector, which he said had 17 processing factories, fetching $110m in exports and employing 4.2 million people.

Turning to the tea industry, the President said 20 factories were processing and exporting tea, bringing in $34m and employing 50,000 people in the process.
“Let us all join the battle of processing our products for the national, regional and international markets,” he said.

Soaring food prices
He attributed the escalating food prices to prosperity, which he said had been confined to Western Europe, North America and Japan, but had spread across the world. However, he blamed rising food prices on agricultural subsidies in the developed countries.
He castigated The Monitor for writing: “President ‘donates’ Dairy Corp to Thia for a dollar” in 2005. “How could I sell Dairy Corporation for $1? Am I an imbecile?” he asked.

Security
The President described the security situation as excellent. He said the entire country was peaceful and would remain so. The UPDF, he noted, had defeated LRA rebels and was disarming Karimojong cattle rustlers.

He said rebel chief Joseph Kony was no longer capable of causing trouble given the level of professionalisation of the UPDF. Kony, who failed to sign a peace deal recently, has fled to Congo.

“Since Kony is in Congo, it is the responsibility of President Kabila and the UN to deal with him. All our means are ready and available in case Congo asks for our assistance. If Kony tries to come to Uganda, we shall destroy him more thoroughly and quickly than we did in Teso in 2003.”

Reliable security information has confirmed the arrival in Uganda of a large number of Sudan Liberation Army (SPLA) troops on mission to prop up the Museveni dictatorship.

The dictator announced at his last rally at Kololo of the deployment of 12,000 troops to "scare those planning to cause trouble in the country".

While he suggested he would use UPDF troops redeployment, it has now emerged that he referred to the SPLA soldiers. Political parties have protested at this development saying candidate Museveni had no authority to usurp the powers of the electoral commission without consultations.

The arrival of this large contingent of the Anyanya soldiers comes amidst reports of an imminent collapse of the Bahiima/Basiita military and security command and several conflicting reports about the whereabouts of General Wamala Katumba.

Earlier reports of his arrest were denied although speculation is still rising that Museveni's loyalists like Salim Saleh, Aronda Nyakaima and Muhozi Kainerugaba were now treating General Wamala Katumba as a renegade soldier.

One source has said Museveni's resort to Anyanya soldiers was testimony of Museveni despair since he had always claimed his mission was to fight Anyanya soldiers in Uganda.

A high ranking SPLA/M leader Rebecca Garang widow of former SPLA/M leader John Garang recently joined the Museveni campaign trail, an action that was protested by various political parties as interference in Uganda's internal affairs.

Museveni has proved illustrated that he would break any rules friendship, party belonging, and national security just to promote his personal ambitions.

In Sembabule near Masaka, Museveni supported a DP backed independent candidate Sentongo and openly defied his hosts Sam Kutesa and Anifa Kawooya at a public rally.

He even publicly rebuked the official NRM candidate Dr Elly Muhumuza simply because Ssentogo appeared to command a bigger public following.

While in Tororo district, Museveni again endorsed an independent candidate of Asian origin against the officially endorsed candidate. Like elsewhere, Museveni simply considered his presidential re-election pursuit as paramount to all niceties of protocol, party allegiance and political decency.

In resorting to the deployment of military mercenaries in Uganda, Museveni is thus simply pursuing the trend of personal ambitions at the expense of national security and all else. He has even sacrificed his sacred Black Mamba, Presidential Guard Brigade and the CMI.

Further reports have suggested that Museveni is co-ordinating the SPLA soldiers deployment

Meanwhile, Rwanda has closed its border with Uganda. In a surprise move, Rwanda cited its national security interests as the basis for closing the boarder for the electoral period in Uganda.

Uganda has protested against the closure. Several foreign nationals are leaving Uganda for the safety of Kenya and Tanzania. Several upcountry towns have been evacuated of foreign nationals in convoys of mainly four-wheel vehicles.

Indians who are known to be sympathisers of the Museveni regime have panicked at the turn of events as their master faces electoral defeat.

The FDC candidate Dr Kizza Besigye has assured the country that Museveni would have no capacity to resist electoral defeat or refuse to hand over.

Speaking on Radio West in a two-hour programme, Besigye said, Museveni was already in the heap of history and none should listen to his unlawful threats that would never be implemented.

Like elsewhere in Uganda, the people of Entebbe are chanting; MUSEVENI AGENDA; MUSEVENI MUGENZI!!

Museveni rigs his way to a firth term --- what Ugandans must do


Radio Katwe is looking for help from patriotic Ugandans frustrated at being taken for granted by dictatorial regimes and leaders.

To do this, we must break the will of the Museveni regime so that he does not even complete his five stolen years until 2011.

We are looking to understand Museveni totally, his history, his working methods, his scandals, his most sensitive military and intelligence secrets and operations, and the men and women who prop up his strange regime.

THE Sudanese People’s Liberation Army (SPLA) is set to attack Joseph Kony and his Lord’s Resistance Army rebels, Southern Sudan trade minister Anthony Makana has said.

He made the remarks on Saturday after the LRA attacked an SPLA detachment in Nabanga, killing 23 people, including 14 SPLA officers and a local chief in the nearby Yamba town. The attackers reportedly headed towards the Ugandan border after the incident.

“Enough is enough! We have been lenient for long and the time to act has come. The LRA have abused the hospitality we accorded them,” Makana said while presiding over celebrations to mark 25 years of the SPLA/M at Pope Paul Memorial Centre in Ndeeba, a Kampala suburb.

“Only action will force Kony to come out. We are still consulting with other regional leaders so that we flush him out of his hideout. We shall not tolerate any more attacks on our people, we are going to deal with him firmly.”

During an interview with Radio France International over the weekend, Kony claimed that it was the SPLA forces that first attacked the LRA position on Thursday and the LRA only reacted.

Intelligence reports in the region indicate that Kony is recruiting fresh fighters and acquiring new arms. About 1,000 new recruits have been added to the existing 600 combatants.

Sources said the LRA were also digging up arms caches and abducting civilians in the Democratic Republic of Congo, the Central African Republic and Sudan.

The heads of the militaries of Uganda, the DR Congo and Southern Sudan last week announced plans to launch a joint operation alongside the UN’s MONUC forces against the LRA.

Kony snubbed mediators in April after raising hopes that he would sign a peace deal to end over two decades of war in northern Uganda, which has killed tens of thousands of people and displaced two million more.

In his State-of-The-Nation address on Thursday, President Yoweri Museveni, said the UPDF was ready to finish the LRA rebels if they attempted to re-enter Uganda.

He said it was the responsibility of the DRC, the Sudanese government and that of the Central African Republic governments to fight the LRA from their territories.

In a related development, UN Envoy for the north Joaquim Chissano and Museveni met in Kampala on Saturday and discussed the peace process.

Chissano is also due to present a report on the peace talks to the UN Security Council.

The Sudanese information minister, Gabriel Changson Chengm, over the weekend said his government had suspended its mediation of the peace deal between Uganda and the LRA.

But the spokesperson of the Uganda government delegation, Capt. Chris Magezi, yesterday said there was still an opportunity for the LRA to sign the deal.

He added that the chief mediator, Dr. Riek Machar, and his government were still playing their role.

“If Kony signs the final peace agreement today, Uganda will implement it. The UPDF is on the alert and will destroy the LRA on if they dare cross the border to Uganda,” he added.

Ironically, the LRA claimed they were commited and eager to resume the peace talk to end the 20-year-long conflict.

Former LRA peace delegation head David Nyekorach-Matsanga on Friday told The New Vision that he had been reinstated and his new mandate was to put back the peace deal process on track and organise for the signing of the final agreement.

But Magezi yesterday said the Ugandan Government was not aware of Matsanga’s latest correspondences with Kony.
Kony fired Matsanga on April 9, the eve of the signing of the peace agreement.

In addition, Museveni's speeches are often full of venom against me. That is not all. The dictatorship has hurt me in a most painful way.
In the 1987 my father was killed by Museveni's soldiers who attacked his village. The villagers fled for their lives although some were killed but my father at 89 years and blind decided to sit in the courtyard of his house. The soldiers came to the house, clubbed and cut off my father's vomer. A young boy of 12 years witnessed the dastard deed from up a nearby tree. The Museveni dictatorship issued a statement which stated that the attack had been mounted by the Karamojong cattle rustlers. The place where my father was murdered is in a Peninsula. There was a garrison of Museveni's soldiers at the mouth of the Peninsula. The attackers came in vehicles and there were helicopters hovering during the attack. Furthermore, the attackers retreated with a large number of livestock which the Karamojong could not have driven through the garrison.
In March 1993, Museveni's soldiers went for my 89 year old mother. The soldiers ransacked her home and dismantled her borehole. My mother had a heart attack from which she never regained consciousness.
During his insurgency in Luwero District Museveni's soldiers murdered a very large number of UPC leaders and members. On becoming President in 1986, the murders of the UPC leaders and members increased with every passing year. I cannot forget nor forgive the murders of my parents and of members of my Party.
From February 1981, after Museveni had launched his war against the people of Uganda, I directed minister Chris Rwakasisi, now in Luzira Prison and about to be murdered, to arrange for protection and sustenance to Museveni's parents. Minister Rwakasisi fulfilled the directive most diligently particularly to Museveni's mother who was suffering from some affliction. Museveni, as President, instead went for the murders of my parents and now through a transparently deceptive ploy wants me murdered so as to claim that he and I had no more disagreements but some other persons were against my return home and had to kill me. It is a most reprehensible plot.
It seems to me that Museveni's ploy and plot to kill me is to win further support from the older democracies particularly Britain and the USA for his referendum which will make Uganda a fully fledged de jure military cum one-Party dictatorship. I know it as fact that the British government, for instance, want the political Parties to operate normally, that is without the prohibitions in Article 269 of the Constitution, for a full year before the referendum. Anyone who knows Museveni also knows that Museveni will never accept what the British Labour government want him to do before the referendum. To allow the UPC, the DP and the CP to elect their leaders, operate and hold public meetings and condemn the referendum for a whole year before the referendum mean death to Museveni's Movement.
To avoid the death, Museveni is clearly busy, as it is his wont, to create a phoney situation which allows the Movement to be the sole political Party after the referendum. He has already produced one proposition designed to ensure that the referendum will make the Movement the sole political Party. The proposal is the Political Organisations Bill (POB). Under the POB when it becomes law, it is most unlikely that any of the existing political Parties will be registered and recognised as existing.
The Labour government in Britain and the governments in the other older democracies appear woefully unaware that it is Museveni's scheme for the referendum to be a mere formality in the crowning of the Movement as the sole political Party and therefore for Uganda to be declared military cum one-Party dictatorship free to export the system through wars and carnage to countries near and far.
The POB itself is to be enacted outside the provisions of Article 73 of the 1995 Constitution. The Article provides that a law such as the POB can only be enacted after a system of governance has been adopted in a referendum or through "a free and fair elections." without holding any such elections and ahead of the referendum, the POB is to be enacted so as to kill all other Parties and make the Movement to be the sole voice during the referendum.
I am totally opposed to the policy of the British Labour government on the referendum and to the referendum. Nothing will make me to support that policy or the referendum. In the UN Declaration of Human Rights Charter and even in Museveni's 1995 Constitution, the human rights and freedoms of every citizen of Uganda are recognised. Those rights and freedoms so recognised, include the right to form and belong to a political Party; the freedom for every citizen to determine the level and nature of how to enjoy and exercise his/her rights and freedoms in accordance with his/her conscience; the freedom to receive and impart ideas from any source without hindrance or restrictions. Why then should the people of Uganda be required to determine in a referendum whether they have or do not have, as individuals, the God given human rights and freedoms clearly stated in the UN Charter and in the domestic Constitution that each of them have such rights and freedoms.
Human rights and freedoms are the properties of every individual. They are gifts of God to every human being for him/her to enjoy and exercise according to his/her conscience which is also another gift from God. The level and the nature of the enjoyment and exercise of that gift is to be and can only be determined by the individual and not by the votes of strangers namely, other persons in a referendum.
After ruling Uganda for thirteen years alone and only with the backing of his personal army which consumes a colossal amount of the annual budgets and where the Cabinet, Parliament and the Movement itself are mere scarecrows to protect personal rule and corruption, Museveni is still very scared and afraid of multiparty competitive politics, elections and governance. That must mean that he has failed, in thirteen years, to be sure that his Movement can get the majority of votes in free and fair multiparty elections. Other gun-men in Africa who seized power, formed Parties in less years and faced the electorate in multiparty elections.
Part of Museveni's stand against the enjoyment and exercise of human rights and freedoms by the people of Uganda and against multiparty politics, elections and governance is because he is the chosen and exalted lackey of the older democracies particularly Britain and the USA. His task, as a lackey, is to entrench dictatorship in Uganda and make Uganda the base to implant dictatorships through carnage in countries near and far and thereby pave the way for the exploitation of the wealth of Africa by the Trans-National Corporations in the older democracies. That is why the older democracies pay him huge annual subventions and help him to demonise the political Parties and their leaders except for those leaders who have become sycophants or who are giving credence and credibility to organs of dictatorship by their membership of such organs as the Parliament.
The failure to implant in Uganda the Movement as a credible Party which can be elected to form a government in a free and fair elections, must be worrying governments in the older democracies. Much as the governments in the older democracies want their lackey, Museveni, to continue as dictator, they also know and must be worried or concerned that wars in Uganda for over thirteen years; increasing and debilitating poverty in Uganda; the dilapidated Schools, Colleges, Hospitals, Dispensaries, Clinics and the very high cost of education and medication plus the very high cost of the war in the DRC have, despite their subventions, paved the way for the overthrow of Museveni and his Movement.
As a means to forestall that eventuality, it is my most considered view that Museveni decided to fabricate a story, use my status his mutual Bette noir and hope to entrench his dictatorship through the POB and the referendum. It is a most subtle declaration that the campaign to demonise me has failed.
What the people of Uganda must know is that I participated in the Independence struggle. The legacy of the Independence struggle is that not only the country but also the citizen must be free. Dictatorship is not freedom.
I have no intention whatsoever to return to Uganda when it is under dictatorship.
I became a member of a political Party upon conscience. I have no intention whatsoever to retire from politics.
My present occupation is divided in two. The first it to work for the overthrow of the dictatorship in Uganda. The second is to get the older democracies to abandon their support for dictatorship in Uganda and the export of it to countries near and far.

IDI AMIN AWONGO ALEMI DADA: A CHRONOLOGY OF EVENTS/ HIGHLIGHTS FROM MID 1940S TO JANUARY 25, 1971










This section provides a Chronology of events from the time dad joined the army to the time he overthrew Apollo Milton Obote in a Military Coup on January 25, 1971. Highlights include but are not limited to:










The start of dad’s Military Career in the mid 1940s.










The time in 1953 when dad was directed to fight the Mau Mau uprising of Kenya - at this time, he was viewed as “very quiet, well mannered, respectful and loyal” - one of several NCOs who show outstanding qualities of leadership, bravery and resourcefulness.

The time in 1954 when Queen Elizabeth II opened the Owen Falls Dam in Jinja, Uganda - Dad and his 4th Battalion, were part of the festivities.

The time in 1954 when dad joined a special training school in Nakuru, Kenya – he continued to show exemplary behaviour, gain a certain degree of formal education including a basic knowledge of English. He is promoted to Sergeant.

The time in 1954 – when dad excelled in Athletics, including sprinting. He also won the heavy weight championships and National Title.










The time in or about 1958, when one of dad’s British commanders Grahame wrote, “As a platoon commander, however, I found him (Idi Amin Dada) first-class.










The time in 1958 when dad was promoted to Warrant Officer Platoon Commander.










The time in 1959 when dad and other Ugandans were promoted to the ranks of Second Lieutenant by the British and Army Battalions were organized along Tribal Lines.










The time on March 1, 1961 when dad was commissioned Lieutenant and served in “C” Company of the Uganda Rifles (formerly a company charged with disarming a section of the cattle rustling Turkana Tribe. Years later, dad was falsely accused of killing three Turkana tribesmen. During this time, dad also acted as Deputy Company Commander.










The time between 1961 and 1964 when a series of events occurred in the Belgium Congo involving Tshombe, Lumumba, Cyrille Adoula, Kizenga, Joseph Kasongo, Colonel Mobutu, etc – Lumumba was killed, Obote attempted to help Congolese rebels avenge Lumumba’s death.









The time in 1962 when Uganda attained Independence from the British and surrounding events. On October 9, 1962 Uganda attained Independence from the British. Ka’baka Mutesa, King of the Baganda became Uganda’s President - The Baganda rejoiced deliriously. Obote became the First Prime Minister of Independent Uganda.










The time in 1963 when rifts emerged between Obote and Mutesa II and surrounding events. Dad continued to be an exemplary soldier.

The time in 1963 when Major (later, Lt. Colonel Rogers) left Uganda and Dad arranged a cocktail party for him.










The time in 1963 when Obote promoted dad to the rank of Major, goes to Israel and takes dad along. Dad demonstrated the African gift of silence, didn’t talk about the Israel arrangement (“Obote requested the Israeli government to send a six-man team from Israel, to carry out primary patrol training in Teso District”; Obote had turned down an arrangement for British officers to conduct the training).










The time in 1963 when the Organization of African Unity (OAU) was born.









The time in 1963 when a Mutiny was in the Brewing.










The time in 1964 when Mutinies ran wild and surrounding circumstances. Obote called 450 Scottish Guards and troops of the Staffordshire Regiment to crush the uprising. Dad summoned some of the British Officers and the UR troops and addressed them. One British officer observed that “It was the most moving speech and a sincere one. “Amin dwelt on our [British-Uganda] traditional ties and fully expected us to rise to the occasion”. Dad was promoted to Lt. Colonel and demanded of the soldiers the behavior they learnt from the British. Dad helped calm things down and restored order. He was held in high esteem.

The time in 1964 when Obote openly advocated a “one-party” state in Uganda – he needed the support of the Army and named dad commander.









The time in 1964 when Bob Astles was Dad’s Pilot in the Congo. He was rescued by dad from a Congolese prison.










The time in 1964 when Patrice Lumumba was killed and surrounding circumstances and events.










The time in 1964 when dad was falsely accused of financial gain through corruption – this would continue in future years.










The time in 1964 when Obote needed the army to advance his political goals and came to the aid of Congo rebels, assisted by dad. He increasingly turned to dad for help – he invited dad to state functions, ordered that he be given a Mercedes Benz by the state.










The time in 1964 when refugees flooded Uganda from the Sudan.










The time between 1965 and 1966 when Daudi Ochieng, Leader of the Opposition produced photocopies of dad’s bank account for February 1965, with deposits of up to £17,000. He alleged financial gain from corruption in Congo Operations and recommended that dad be suspended from the army. Obote was implicated too and opposed the motion to suspend dad from the army and he denied the allegations made against dad and him in a Press Conference.










The time in 1966 when five Ministers were arrested and Obote assumed “all powers of Government”. Dad took over the command of the Army and Airforce and assured Obote of the loyalty of the Ugandan troops. There were Political Crises and dad found himself right in the middle of these crises.

The time in 1966 when Obote assumed the power of President and Vice President. There was more trouble with the Ka’baka (King of the Baganda). There was also a Judicial Inquiry into the Congo Affair (allegations of corruption against dad, Obote and others).










The time in 1966 when Obote suspended the Uganda Constitution and declared himself President. He also declared a new Constitution and faced opposition from the Baganda. There was Political Trouble, popularly known as the Ka’baka Uprising. Obote ordered an attack on the RoyalPalace. During several of our regular chats with dad, he told us that in the thick of battle, he threw a smoke screen which shielded the Ka’baka and the Ka’baka escaped amidst a heavy shower by taxi where he and his ADC Captain Katende, drove away to the Congo and then to Bujumbura in Burundi. Following the escape orchestrated by dad, the Ka’baka lived in exile. Dad claimed that his action was in memory of the close relationship between the Buganda Royal Family and his Mother, my grandmother Aisha Aate, in the past.










The time in 1967 when there were more events relating to Uganda’s politics and there was a continuing Anyanya rebellion in the Sudan. Obote announced a move to the left with a view to rapid Africanisation. He relied heavily on his tribesmen in the Uganda Army.

All parties were dissolved except Obote’s Uganda People’s Congress (UPC). There was Political trouble in Uganda. There was trouble in the Army and Murder. There were false allegations levied against dad for Murder.

The time in 1970 when there were plans to hasten the Africanisation of commerce, trade and industry. There were over 40,000 Asians who held British passports in Uganda. Obote angered Ugandans by his Nakivubo Pronouncement relating to Socialism. Obote put the Indian tycoon, Jayant Madhivani, to be head of the new state-run Exports and Import Department. A new Immigration Act was due to effect relating to non-Ugandan Asians.

The time in 1970 when there was an increasing rift between Obote and dad and other events. Obote placed dad under house arrest and planned against him.

The time on January 25, 1971 when dad overthrew Obote while he was in Singapore attending a Conference of commonwealth Heads of State and Governments and events immediately preceding the Military Coup, including jubilation on Kampala streets.

In this third and final part of an exclusive report, the Sunday Monitor brings you never-before-published details of the military coup in 1971 that brought Idi Amin to power and changed the course of Ugandan history

Last Sunday, in the second part of this series about the January 1971 Amin coup, we left off at a point when president Milton Obote had given orders for the arrest of Amin as the Head of State was leaving Entebbe Airport for the Commonwealth meeting in Singapore on January 24.







After a meeting in the home of the Inspector-General of Police, Wilson Erinayo Oryema, the army's Quartermaster-General, Lt. Col. David Oyite-Ojok, had decided to take up the principal role of arresting Amin and keeping Uganda under control until the return of Obote from the Commonwealth summit in Singapore.

On the Sunday morning of January 24, 1971, Oyite-Ojok work up, had breakfast, and dressed up in an olive green shirt, olive green trousers, black shoes, and a green jungle hat.

Shortly after 4p.m, he entered his green Land Rover with a Fitted-For-Field radio (FFR) and his driver and headed to the Malire Regimental Base at Lubiri. The driver parked next to the pole hosting the Ugandan flag and Oyite-Ojok jumped out and walked to the Quarter Guard. Something seemed to be bothering him, as he looked angry and lost in thought.

He summoned the Guard Commander, a corporal, and told him to sound the fire alarm bugle. The corporal sounded the bugle and immediately soldiers, as they had been trained, started rushing to the scene. Soldiers who had been out of the barracks returned to base.

When the gathering of men was almost complete, the Regimental Sergeant Major Otuchi Ogwang ordered the soldiers into silence and to listen to Lt. Col. Oyite-Ojok. It was just past five O'clock. Oyite-Ojok then started addressing them-in Luo, which most soldiers could not understand.

When it was slightly past 7p.m, Oyite-Ojok told Captain Charles Nsumba to order all commissioned officers to report to the nearby Officers’ Mess (the present offices of the Joint Clinical Research Centre at Mengo that had once been the home of the Buganda prime minister).

He then jumped back into his Land Rover and drove away. The Acholi and Langi soldiers began assembling in the staff canteen, a hall occasionally used for dances and parties.

Captain Nsumba and other officers Lt. Abdallahtif, Lt. Elly Aseni, Lt. Dusman Sabuni, Captain Isaac Lumago, Lt. Kenneth Onzima, 2nd Lt. Juma Ali (later better known as "Butabika") and the Malire Paymaster 2nd Lt. James Obbo, refused to go to the Mess as Oyite-Ojok had ordered.

The mood was now changing and suspicion was growing. As the remaining soldiers who were not Acholi or Langi milled about, puzzled by the strange turn of events, one of them called Sergeant Major Musa Eyega, the deputy Platoon Commander of Malire's A Company, stood up and announced that if anybody was from West Nile, a Mukiga, Muganda, Japadhola, Munyankore or any other tribe, they should "join us or perish."

Eyega declared that, from what he could see, there was about to be a bloody purge of the army. It started dawning on the soldiers that this might have to do with the animosity towards the Army Commander Major General Idi Amin.

Eyega then selected a few men under him to get weapons. The A Company was the section of the Malire Regiment that manned the main battle tanks, Armoured Personnel Carriers (APCs), jeeps and missiles.

Lance Corporal Dralega, the section commander of the Reconnaissance Platoon, drove a jeep armed with a Vickers Medium Machine Gun (MMG) to the scene. Assuming that the Acholi and Langi troops would take over the armoury, Dralega led his hand-picked men toward the armoury where, to their surprise, they found a sharpshooter called Corporal Vincent Ogwang and five other soldiers already in battle positions. They had already been deployed there by Oyite-Ojok.

Ogwang and his men opened fire in self-defence at Dralega and his men. A Lugbara Corporal nicknamed "Ojwuku" (after the Nigerian Ibo secessionist leader) crawled on the ground to avoid the fire and seized a gun from one of Ogwang's men and used it to shoot another in the group.

Dralega then set the jeep in gear one, stepped onto the clutch, then leapt out of it, causing it to roar into the armoury, where it crashed. Dralega and his men then seized several rifles.

The action lasted close to two hours and then toward 9 p.m. Eyega and his men then stormed the staff canteen where they put all the assembled Acholi and Langi under arrest. They were overpowered and told to surrender whatever weapon, piece of metal, or anything as tiny as a pin to Eyega's men.

As the Malire men found out, Oyite-Ojok in his address in Luo, had told the Acholi and Langi that shortly before departing to Singapore for the inaugural Commonwealth Heads of State and Government meeting, President Obote had ordered Oyite-Ojok to arrest Amin and purge the army of soldiers thought to be loyal to the army commander.

Eyega then ordered all shooting to be halted immediately in order not to alert any other troops in Kampala to what was taking place at the Malire Regiment barracks. Meanwhile, the Commanding Officer of Malire, Lt. Col. Agustino Akwangu, had arrived at the barracks. On his way from the barracks and back to town, Lt. Col. Oyite-Ojok had dropped by Lt. Col. Akwangu's home not far from the barracks and told him to go and take charge of the situation.

Akwangu, a Langi, arrived in his green Land Rover covered with a weather proof tarpaulin cloth accompanied by two escorts. He was immediately seized and one of the mutinying soldiers immediately charged at Akwangu and cut off his head with a bayonet. Akwangu's adjutant, Lt. Francis Dhutho, an Alur, climbed over the wall and fled towards the Kabaka's lake.

Events now started getting out of hand and Eyega became worried about how the Luo soldiers in the other barracks in Uganda would respond to this most unexpected mutiny. He contacted some colleagues with better experience and training to come in and help him out. They agreed and came in to give the mutiny professional leadership.

The following junior officers came to Eyega's rescue: Second Lieutenants Muki, Juma ("Butabika") Ali, Mawa, Moses Ali, Juma Oris, Isaac Maliyamungu; Lieutenants Kenneth Onzima; Capt. Francis Ogubi, a Samia, Capt. Patrick Kimumwe from Busoga; the Commander of the A Company Capt. Isaac Lumago and Capt. Jackson Avidria both from West Nile; Capt. Sostene, Capt. Nsumba and Lt. Maliyamungu, the deputy commander of Malire's A Company.

They were to be joined later by Capt. Michael Kalyesubula and 2nd Lt. Francis Kakooza, both Baganda. Also involved in the mutiny at this stage was Capt. Mustapha Adrisi, the commander of Malire's Headquarters Company (later Vice President under Amin.) and Adrisi's deputy, Lt. Elly Aseni.

The second lieutenants had been sent to Britain for officer cadet courses in 1968 at the Royal Military Academy at Sandhurst and commissioned in July 1970 by President Obote. This group of junior officers then took over from Eyega and started directing the mutiny. This group of junior officers --- realising that what they had on their hands now was clearly a mutiny that was steadily turning into the beginnings of a coup --- decided to contact their colleagues in other units across Uganda.

They started with Jinja, the second most important military centre in the country after Kampala. A soldier dressed in civilian clothes was given a Vespa scooter and told to head to Jinja and deliver a secret message to one of the men there, Company Commander Capt. Charles Arube, a Sandhurst-trained officer and from the same Kakwa tribe as Idi Amin.

The soldier, Sgt. Juma Dralega, once in Jinja, called Arube from a public phone booth and told him he had an extremely urgent message that he needed to pass on. He then rode to the King George VI barracks and gave the message to Capt. Arube.

The officers and men of Malire in Kampala had switched off their military communication equipment and were observing strict radio silence. The army's daily newsletter called "Part One Order" that was usually distributed to all units in the country to keep officers and men abreast of news in the army, was also suspended.

Arube then took over in Jinja and sounded the bugle and all Acholi and Langi officers and men were put under arrest. A policeman from Jinja's central police station was told to bring dozens of handcuffs, which he later delivered in a sack, driving a Peugeot 404 car to the barracks. All the Acholi and Langi soldiers were peacefully locked up, as had been done in Kampala.

This procedure was repeated in other major military barracks across the country: Major William Ndahendekire in Mbale, Major Yusuf Gowan and Capt. John Simba, a Mukiga, took over the Simba Battalion barracks in Mbarara and immediately sent reinforcements to Kampala.

Two Iteso pilots, Capt. Emadit and Major Joseph Esimu, coordinated the coup at the Gulu Air Force base. All this activity of subduing troops potentially loyal to Oyite-Ojok went on between 5p.m. on Sunday January 24, 1971 and 6 a.m. the following day, January 25, 1971.

The facts above dispute the long-held belief that the coup that brought Amin to power was staged by illiterate and mostly Muslim soldiers from West Nile. A case in point: Far from being an illiterate officer as Henry Kyemba's book A State Of Blood describes Isaac Maliyamungu, the latter had attended Bombo Sudanese Secondary School and later completed his O'Level at NamilyangoCollege before joining the army.

At the Nile Mansions Hotel in Kampala in February 1977 during the rally at which the Anglican Archbishop and two cabinet ministers were accused of being part of a plot to oust Amin's government, Maliyamungu stood just behind the shoulders of the alleged conspirators to ensure they did not omit a single line of the confession statements they were reading at the parade. Only a reasonably educated person can read and understand such complex statements in English.

By 10p.m. on January 24, 1971, Radio Uganda had been taken over by men in two APCs and the technicians on duty ordered to play martial music continuously. That was when most of the country realised that something dramatic was underway. The coup was by now also taking on an international dimension.

Major Robert ("Bob") Astles, a British national, long time resident in Uganda and friend to both Obote and Amin was in a secret location in Kampala handling the more complicated phase of the maneouvres.

Astles sent messages back and forth between Uganda and Kenya to unidentified British Major at the joint British-Kenyan army base at Nanyuki, a trading centre in central Kenya.

The messages between this British Major and Astles were sent to Amin and passed on to the Chief Signaller of the Uganda Army, Lt. Col. Michael Ombia who was based in Jinja and who, along with men under him, had changed the radio frequency used by the Uganda Army and the coup plotters communicated via a new frequency that only they could log onto.

At the Hilton Hotel in Nairobi, an Israeli General called Rabin had set up a temporary communication centre and was coordinating tactical information with the British via Colonel Baruch Bar-Lev. Bar-Lev, who was the head of the Israeli military training team in Uganda, coordinated the coup from his home along Princess Anne Drive in Bugolobi, a residential district to the east of Kampala.

A flurry of orders went from the British Major to Astles, Amin, Ombia, from Ombia to Capt. Francis Bakabulindi, the chief signaller at the army headquarters at Mbuya, then on to other army units along with the Malire Regiment.

It remains unclear to this day whether the General Rabin coordinating the Anglo-Israeli hand in the coup from Nairobi's Hilton Hotel was the chief of staff of the Israeli army, General Yitzhak Rabin, who later became Prime Minister.

After Radio Uganda was secured, the Chief Medical Officer of the Uganda Army, Col. Dr. Gideon Nsiiko Bogere drove to the Malire barracks. He said Amin, still in a secret location, had called him and asked him to check on the progress at Malire.

Seeing that the coup was progressing well, Col. Bogere asked the soldiers what they would explain to the world if they were asked why they had staged the coup. That was when the Malire troops realised that they had succeeded but had not thought about a formal statement. They quickly set up a team of men to draft a statement to be read over Radio Uganda.

Although he was a Langi, the Chief Clerk of Malire, Sgt. Major John Ogole (later a Brigade commander in the 1980s in the UNLA), was deemed reasonable and was brought from the room where the detained Acholi and Langi men were still locked up and requested to write a draft statement explaining why the army had overthrown Obote. Ogole, with the help of men under him like Corporal John Murangira, a Munyankore, Sgt. Isaac Bakka, Sgt. Shadrak Remo, Capt. Jackson Avudira, Capt. Abdul Kisuule, Capt. Stephen Amimi, thought out reasons for the coup.

Ogole, who had been taking down notes by hand then had the reasons compiled to 18 and typed using typewriters in the room as other soldiers watched. That afternoon, at 2:30 p.m, Amin --- who had not been seen in public since the day President Obote was seen off at Entebbe International Airport en route to Singapore --- arrived at the Malire headquarters driving himself in an open jeep and seated next to him was a Malire staff officer named Capt. Valentine Ocima.

As Amin entered the barracks, soldiers stood up and applauded him, quietly chanting "Jogoo! Jogoo!" (Hero! Hero!). He then addressed them and thanked them for their part in the coup.

A junior officer from the army headquarters at Bulange called Warrant Officer Sam Wilfred Aswa was dispatched to Radio Uganda carrying the freshly typed 18-reasons statement. At 3:45 p.m., Aswa read a short statement on Radio Uganda:

"Here is a message from the soldiers of the Uganda Army....", whereupon he read out the eighteen reasons for the overthrow of the government of President Obote.

Just after 6p.m., the Inspector General of Police --- Wilson Erinayo Oryema, an Alur by tribe but whose family had settled in Acholi and who had done much to shield Amin from harm in the preceding few months --- came on the airwaves of Radio Uganda to endorse the coup.

"I, the Inspector General of Police. Mr E.W. Oryema, have met Major-General Idi Amin Dada, the Commander of the Uganda Army and Air Force. After discussion today, the twenty-fifth day of January 1971, I have agreed that from today the army has taken over the government and it’s now the military government..."

By then, one of the largest crowds ever seen in Uganda was taking shape in Kampala, with hundreds of thousands of hysterical men and women flooding the streets to welcome the military coup.

That same day, the British government announced that it had recognised the military government. The following day, the only two countries in Africa that were never colonised, Ethiopia and Liberia, became the second and third to recognise Amin's government.

MAJOR Muhoozi Kainerugaba of the UPDF is among 800 military students who graduated yesterday, at Fort Leavenworth in Kansas, United States of America at the completion of the Command and General Staff Officer Course.

Muhoozi was one of the international officers attending the U.S. Army Command and General Staff Officer course which started in July last year.

A release from Fort Leavenworth, public affairs office stated that President Museveni attended the ceremony as a special guest and addressed the international press after the graduation ceremony.

Each of the students received the Command and General Staff College International Officer Graduate badge in a function that preceded yesterday’s ceremony.

Plot to overthrow Museveni revealed

A senior adviser to President Yoweri Museveni has said the government has intelligence reports of a coup plot.

Major Roland Kakooza Mutale, who also acts as a director of Special Duties at State House ,made the revelation on Saturday at his farm in Mukono.

The major, who is no stranger to controversy, said the alleged coup plot was by individuals from western Uganda, Mr Museveni’s home area.

“The argument of these people is that Mr Museveni has ruined their chances of ruling most especially the Banyakole by over staying in power and they think that if they allow him [Museveni] to go to the polls in 2011, he will win and no westerner will ever rule Uganda again,” said Maj. Mutale.

He said the coup was planned by 10 individuals but declined to name them.

“I have no knowledge absolutely about any coup plot against our government but if any we have the capacity to crush it, “said member of Parliament Mary Karoro Okurut, the spokesman of Mr Museveni’s ruling party, the National Resistance Movement.

The head of Military Intelligence, Col. Leopold Kyanda, said he had no information about a planned coup. “I have not heard of one either,” Col. Kyanda added.

Maj. Mutale is, however, a long standing security confidant of the President and his level of contact with Mr Museveni can only be compared to that of General Salim Saleh.

The retired Major, whom many politicians like to dismiss as eccentric, has been influential in Mr Museveni’s last three elections, even drafting members of Parliament into his para military Kalangala Action Plan.

He has a considerable number of soldiers who do not fall under the known units of UPDF and they are believed to be funded and equipped directly by State House.

His comments about a coup plot were made before a shocked audience of 84 local council and cultural leaders from Masaka, Kampala and Mukono who were attending a three-day retreat about Buganda and national politics.

“These people don’t want peaceful change,” Maj. Mutale said, adding that his position at State House meant “ capacity to get intelligence information from within the country and even abroad when I so wish”.

The Major’s comments were intended for his Buganda audience as the theme of the weekend meeting was centred around the role of Buganda in the coming elections. Some sections of Mr Museveni’s supporters, led by Maj. Mutale, are widely reported to have started a campaign to re-elect Mr Museveni for a fourth term.

Maj. Mutale used the meeting, attended by Daily Monitor, to try and convince his audience to support Mr Museveni for another term.
The Maj. said, “Westerners” including the alleged coup plotters, had accumulated a lot of wealth during the rule of Mr Museveni but were now allegedly working against the President.

The coup revelations come as the central government and the Buganda Kingdom locked horns over a key land law. Major Mutale’s allegations also show the complicated landscape of Uganda’s succession politics.

Mr Museveni, who has been President since 1986, has not named a successor despite being variously urged on to do so. The ensuing limbo has sparked colourful speculation and considerable jostling within power centers in the NRM.

Buganda, its influential cultural kingdom and large population located in the strategic districts in Uganda been a traditionally key constituency for whoever is holding executive power in the country.

This weekend, Sunday Monitor reported a secret plan to field an all conclusive political cast in the next elections against Mr Museveni.

The plan is largely led by academics and political veterans who reportedly also approached the Buganda Kingdom for support.
“If Mr Museveni leaves which Muganda can come up and lead Uganda,” asked Maj. Mutale.

He argued that the Baganda have been vehicles for the power ambitions of other “tribes”. “Now you see all these 10 plotting a coup are westerners and no Muganda is involved that shows partly how Buganda is not interested in power but just interested in being used and opposing those who don’t give us what we want,” said Maj. Mutale.

This was the third such meeting Maj. Mutale has had since launching the fourth term project in October last year. Two other meetings were held in March and May involving MPs and leaders from across Uganda.
On the question of land, a sensitive issue in Buganda, Maj. Mutale blamed colonial agreements for the land problem.

“Buganda’s land was robbed by the grandmother of this Queen Elizabeth, Queen Victoria in 1900 under the disguise of an agreement but we are here crucifying this mulaalo (Museveni) who was not yet born by then,” said Maj. Mutale.

He said instead of demonstrating against Queen Elizabeth many Baganda welcomed her at last year’s Commonwealth meeting.
“After she had left we went for this poor mulaalo Museveni who has nothing to do with our land as Buganda, “said Maj. Mutale.

He also warned that stability in Uganda depends on stability in Buganda. MP Saleh Kamba (Kibuku) and former Bukoto MP Lwanga, both fourth term supporters attended.

“I am going to wage a big campaign for President Museveni’s Fourth term that Uganda has never seen and we shall win come 2011,”said Maj. Mutale amid chants from participants.

In 2001, armed militiamen who travelled around the country with Maj. Mutale were accused of beating civilians and arbitrarily detaining them.

“I want Buganda to gain from this fourth term so that we don’t become hunters who lose their prey to those who never went to hunt,” said Maj. Mutale.

Busoga Kingdom case dropped

THREE people who had asked the Jinja High Court to block the swearing-in of the Busoga Kingdom katikiro (prime minister), Wilson Muwereza and his cabinet have withdrawn the case.

Tucker Mugogo Ngobi, Musa Ibanda and David Katenderi sought the injunction on June 14 but withdrew it on July 9..

The application to revoke the injunction was filed by the petitioners̢۪ lawyer and Shaban Muziransa on behalf of the kingdom.

â€Å“By consent of both parties to this suit, it is hereby agreed that; the matter in court between the parties be withdrawn and is hereby withdrawn and that each party bears its own costs,” read an order signed by deputy registrar Peter Okello.

The petitioners had wanted several administrative issues addressed before the new cabinet could be allowed to proceed with its duties.

They cited â€Å“lack of proper systems in the running of the kingdom” and claimed some officials were corrupt.

The kingdom, the petitioners said, was selling its land cheaply and the proceeds were not reaching its coffers.

According to the petitioners, some officials were using kingdom land as security to secure personal bank loans.

They also noted that Kyabazinga Wako Muloki, whose health is frail, had been rendered helpless and depending non-Basoga and other well wishers to meet his personal needs.

The withdrawal of the case followed the institution of consultative committee to study the concerns of the petitioners and make recommendations.

The committee comprising the petitioners, kingdom officials and elders has met under the chairmanship of Jinja mayor Mohammed Baswale Kezaala.

Addressing journalists last Thursday, Muwereza promised to handle the concerns.

â€Å“My new administration recognises that the issues raised by the petitioners are pertinent to the proper running of the affairs of the kingdom. We shall do all that is within our means to address them. We have already started formulating and establishing transparent systems of managing the kingdom.”

Muwereza warned against infighting among the Basoga and appealed for unity and teamwork to enhance development.

Kezaala urged the Basoga to be proud of their heritage and amicably resolve their conflicts.

PRESIDENT Yoweri Museveni has paid tribute to former Attorney General Francis Ayume.

Ayume, who served as the Speaker of Parliament, Solicitor General and minister in different portfolios, died in a car accident at Nakasongola on the Kampala-Gulu road in 2004.

During his memorial service at St. Peter’s Church of Uganda in Koboko district on Saturday, Museveni described Ayume’s death as “tragic and Uganda lost a dedicated son at a prime stage of his life.” The President said Amama Mbabazi, who was his undercover contact in the Attorney General’s office, spoke of Ayume as a good person.

“Ayume did not know this but Amama Mbabazi, who was a young lawyer in his office, was my principle contact.

“I used to meet him for a brief on the situation in Uganda. He told me that thousands of people were being killed by soldiers but Ayume was a good person who had saved many people,” Museveni said.

Museveni advised Ayume’s children to continue with the good works of their father and not engage in reckless behaviour such as drinking.

The Attorney General, Kiddu Makubuya, urged Ugandans to emulate Ayume’s good leadership qualities.

The Madi-West Nile Diocese Bishop, Rt. Rev. Joel Obetia, called on the people of the region to emulate Ayume character, saying he hated idleness and cherished hard work.

Meanwhile, a public university, which will soon be established in the West Nile region, will start a Faculty of Law in remembrance of Ayume as a pioneer of law in the region, a legal scholar and author.

Museveni also commissioned Ayume Memorial School, which was built by the Government.
On the construction of the Arua-Koboko-Oraba road, Museveni promised that it would be worked on soon.

The rule of the army in Uganda is gone

The recent comment by my brother Aronda Nyakairima that the army would support whoever wins the 2011 elections (Daily Monitor August 4; Gen. Aronda speaks out on 2011 elections), caused some excitement, thanks to the history of the army’s interference in governance in Uganda.

Considering that most of the top positions in the current military is a preserve of limited locality in western Uganda and, that even more are children of Luwero’s notorious bush war against a democratic government, it is understandable that Ugandans should listen and watch with interest.

In the article referred, FDC’s Wafula Oguttu was right to suggest that NRA is a branch of this NRM regime. My brother Oguttu knows it best as he was part of it, was duped and thankfully saw light and is now part of the democratisation process.

The NRA was used to usurp power from the people in January 1986 and has been used to retain power ever since. DP’s Erias Lukwago, confirms that this is the same army of 1996, 2001 and 2006. I would go further. It is the same army of 1981 in Luwero, 1986 around Kampala, 1987 in eastern and northern Uganda, 1990 in Rwanda and 1997 in Congo. The same army that saw and bred the rebellion in northern Uganda, the offshoots of which later turned into LRA.

It is interesting that Nyakairima made the comments in response to youthful university students. The youth are not only key stakeholders in Uganda’s security and stability but, are future leaders of the Republic.

At the peak of 1996 election charade, when President Museveni thought a surprise election defeat by Paul Ssemwogerere was possible, he stunned Ugandans by donning his military attire, going on television to show who is boss. In effect, his kadogos (child soldiers) would never surrender.

On this basis alone, 12 years on, one can happily say that time is a good healer. But is it really time or global events?
America’s boy Manuel Noriega of Panama, Margaret Thatcher’s personal friend Augustino Pinochet, their friend Jonas Sivimbi and, have all had disgraced exit.

In 1996, instructions had not yet been given for us to get rid of Mobutu in Congo, perhaps the officers were still training in the art. Only last week, Bosnian Serb leader Yerevan Karadzic was transferred to the Hague. Kampala may still be relevant since we have Khartoum to sort out. Reason for calm?

Whatever the case, Nyakairima suggests that the relationship this army and the people of Uganda is like fish and water. Yes, but only to a degree. This army needs Ugandans more than Ugandans need it. It is a personal, partisan army which has had 23 years to prove itself but has so far failed. But it is not too late. This army could start by serving the welfare of the young men and women who have newly joined them and those who will join this year and next.

Give them all equal and fair treatment. Promote them fairly, although giving more top jobs to children of Luwero could be justifiable, since it has not yet happened.

House and clothe them well. Maintain their barracks better than what I saw at Rubongi barracks. They are the majority, they are Ugandans. Having 10 soldiers in the National Assembly is not what the army is trained for. Having generals fighting for land in Buganda is not the military’s calling. It is rumoured that one sub-county has more top generals than the whole country. And, their wealth could feed and maintain an entire army. That is not fair.

Whatever the case, the days of military coups in Africa are gone. Ugandans shall never, ever accept them. Africa will not and, unless they are instructed by them, ‘the international community’ shall not agree either.

What is the future of the Anglican Church?

THE The rift within the Anglican communion over the issue of homosexuality may not kill the church. However, the acrimonious debate by its leaders over the last few weeks has unfortunately exposed an unsavoury side of the church in which intolerance of opposing ideas and unbridled self-righteousness threaten to strike at the very foundation of Anglicanism as we know it.

The Anglican church has always been prone to controversies but has always survived them leading one poet T. S. Eliott to write: â€Å“the Anglican church washes its linen in public but unlike other institutions, civil and ecclesiastical, the linen does get washed.”

These controversies normally find their final expression in the Lambeth conference which brings together every 10 years all the primates from around the world in an assembly in London as guests of the Archbishop of Canterbury, the successor to St Augustine of Canterbury.

The issue of homosexuality which has now split the church down the middle first came up at the Lambeth conference of 1978 and reappeared in 1988 but it is the resolution which was passed at the 1998 conference pronouncing â€Å“homosexual practice to be incompatible with scripture” that has brought matters to a head.

When in 2003 the church in America consecrated as bishop a man who was living in a homosexual relationship, all hell broke loose and some bishops felt so betrayed that they demanded that the Archbishop of Canterbury should convene an emergency meeting of the Lambeth conference over the issue which he refused to do perhaps on the twin grounds that each province is independent in its affairs and that the conference was not an executive body capable of passing judgment on others. This led to the boycott of this year̢۪s Lambeth conference by some 230 bishops who organised their own rival conference in Jerusalem at the beginning of July.

This may be all too confusing to the ordinary faithful who may not understand the intricacies of the debate. To make sense of what is going on, it helps to consider the controversy from five standpoints namely the meaning of the Anglican communion, the Lambeth conference, the role of the Archbishop of Canterbury, the influence of the American church and an epilogue. Up to the 1800s, it used to be said in days gone by that the Anglican church is the nation of England at prayer.

Indeed Anglicanism originated from England after one of its kings broke away from the catholic church over an amorous affair some 450 years ago. It later spread all over the British empire through the work of missionaries building up a communion of believers.

At the 1930 Lambeth conference, this communion was defined as a fellowship of Anglican dioceses and provinces in communion with the see of Canterbury which in effect makes the Archbishop of Canterbury first among equals.

The communion has three characteristics, namely:
(a) member churches uphold the faith and order set forth in the book of common prayer as authorised by their several churches,
(b) members are national churches and as such promote within each of their territories a national expression of Christian faith and
(c) members are bound together not by a central legislative and executive authority but by mutual loyalty sustained through the common counsel of the bishops in conference.

What this means is that the national churches through the common counsel of the bishops in conference have the final say on all church matters including issues like what homosexuals can or cannot do in church.

In light of (b) and (c) above, it is difficult to understand how the Archbishop of Canterbury could be expected to convene a meeting for the purpose of disciplining the American church without breaching the communion tenets for interpreting the scriptures according to its wisdom without himself breaching the tenets of the communion. The Americans interpreted the bible according to their cultural environment. A leading theologian has written that â€Å“the idea that one can separate out by some process of distillation a pure gospel undiluted by any cultural accretions is an illusion.”

The American secular culture allows the individual to do what he likes and regards matters of social limits and faith as belonging to the province of being matters of the heart.

Unfortunately, this issue has subjected the Archbishop of Canterbury to accusations of being a colonial relic in relation to the communion. This accusation overlooks the fact that it was not the Archbishop who gave himself his premier position in the communion.

Rather it it was Bishop Lewis of colonial Canada who wrote to the Archbishop in 1666 suggesting that there should be a meeting of the Bishops of the Anglican church â€Å“attended by one of their presbyters learned in ecclesiastical law as their advisers in ecclesiastical matters and under the guidance of the Holy Ghost to take counsel and adopt such measures as may be fitted presided over by your Grace.”

In accepting the suggestion, Archbishop Longley made it clear that â€Å“such a meeting would not be competent to make declarations, or lay down definitions on points of doctrine”.

Longley’s successor went even further when he convened the second meeting stating, â€Å“There is no intention whatever on the part of anybody to gather together the Bishops of the Anglican church for the sake of defining doctrine”. With this background of strict adherence to the independence of the provinces the Lambeth conference of 1968 passed a resolution requesting that â€Å“the Archbishop of Canterbury, on the advice of the Anglican Consultative Council, should call future conferences setting their time, place and agenda.”

This history disposes of accusations of a colonial mentality overspill on the part of the Archbishop of Canterbury but the choice of time for launching the attack on the prelate and why the debate on homosexuality has generated such hostility puzzles the mind. hostility?

The Lambeth conference has considered sensitive issues before involving the interpretation of the scriptures in regard to such things as birth control, racism and the ordination of women but these have never affected the collegiality of the communion.

It would seem that today the division of the American church between the fundamentalist and liberal churches is playing itself out in full force over the Anglican communion at large. The fundamentalists believe in the literal interpretation of the bible while the liberals accept a cultural contextualisation of the scriptures.

In this maze the problem which faces the believer in the ‘third world’ is that when he chooses the fundamentalist approach, he will be seen as imposing an intolerant Christian world view on others based on his personal understanding of the scriptures while if he adopts the liberal approach he will be regarded by some as a condoner of sinful behaviour. The future of Anglicanism lies in a resolution of this chasm which its leaders have created for their followers.

Lastly, we should remember that the Anglican communion is not the same thing as the Anglican church. The communion is a mere fellowship of the leaders of the Anglican provinces and dioceses. If the communion were to have a centralised authority with an elected leader like the papacy, then the rationale behind the break-up of the Anglicans from the church in Rome will disappear.

This means that there is a third direction in this controversy open to believers apart from Jerusalem and Canterbury—the direction leading to Rome.

Minute 1.00:

The meeting started with a prayer led by Rt. Rev. Bishop Ruhindi at exactly 11.00p.m. who prayed for good deliberations.

Minute 2:00

The Chairman, H.E. welcomed the Basita Clan and other clans present in his home. He briefed members present the purpose of the meeting and thanked organizers for a good job done.

He told members that the only opportunity they have is this one when he is still President. He directed Hope Kivengyere to act as a link between his office and these people at grass roots.

He told them that they were few in number and that he fought to liberate them so that they could be heard in society and Uganda at large.

He reminded them of the need to have a master plan for at least fifty years if the Hima clan is to remain vibrant and rich.

H.E. told his listeners that if they cannot use the opportunity maximally, their daughters and sons would blame them in future.

At this function he revealed to them a scheme and plan of action in order for them to achieve their desired goals as:


To have the highest education qualifications during his term of office for their children.
To make sure they are the richest people in Uganda with the 50 years master plan.
To make sure they control the army and have the highest ranks in the army.
To ensure that they take charge of all the resources in the country
To ensure none of those not concerned, not to know about the action plan.

Every one of them was directed to recruit the Bahima boys to join the army so that they could dominate the ISO, PPU, ESO and Military Police as this would assist in the resisting of other tribes that would attempt to take power by the use of force.

Minute 3.00:

The chairman informed the members to unite so that they could remain the only kings in the region. He said that the master plan couldn't be achieved unless 80% of their youths are properly trained and equipped with the best necessities to maintain these issues.

At this juncture the chairman directed Mr. Elly Karuhanga to take charge of educating the sons and daughters and send them abroad in countries such as India, England, America and South Africa. Karuhanga accepted the responsibility without hesitation.

The chairman also directed Mr. Kirimani to take charge of educating the daughters and sons internally, especially to ensure that he put up special school in Nyabushozi to cater for the interests of the group,

On this note Mr. Kutesa suggested to upgrade Bunyanyeru Resettlement School from Nursery upto Secondary, which was passed with no arguments.

Minute 4:00

Mr. Elly Rwakakoko interjected the chairman's speech by giving directions to members on the real discussion by introducing a new chapter of how H.E. could be succeeded after his term of office.

On this point Mrs. Jovia Salim Saleh begged the members to ensure that after H.E. the next president must come from the Basita clan. She said that she had done a lot for the Basita and taken a lot of risks for the last 20 years and therefore it was important that the Basita take charge of the resources of the country. The members resolved that she was not in order.

Minute 5.00:

Mzee Ephrann Rusimira suggested that the new president should be the brother to the president if the master plan is to succeed. He warned that if the Bairu and non Bahima clans got to know about the action plan, it would fail to take off.

Minute 6.00:

Mzee Rutamwebwa suggested that Salim Saleh should go back to school if the objectives of the action are to be achieved. He suggested that Salim Saleh had to get "0" Level Certificate and "A" Level Certificate. This was unanimously agreed to.

He also suggested that someone close, possibly the son of H.E. should be groomed to take over the reigns from Salim Saleh. This too was agreed on and the group begged H.E. to look around for a boy who would be groomed.

The group also brainstormed about how to destroy those who would gang up to take power from the clan. Death was suggested for the potential leaders who would attempt to fail the master plan.

Mmute 7.00: The way Forward:


a) Deny other people access to economic resources through:
i. Overtaxing individuals and companies, which don't belong to our people and protect those of our people.
ii. Destroying co-operative societies and unions.
iii. Selling Parastatals and public enterprises that others don't gain from them.
iv. Commercialize education and health services.

b) Our people to be employed in lucrative public offices from which they should reap maximally while being protected from prosecution.

c) Destruction of the economic, military and political will of Northern and Eastern Uganda.

d) Immediate return of non-political Kabaka of Buganda while we promote disunity among the Buganda.

e) Uniting all Bahima in the Great Lakes Region and awakening their political, military and economic process.

f) Participating in the exploitation of economic resources of rich neighboring states.

g) Making strategic alliances with whatever power in the world that will enhance achievement of this plan.


Minute 8.00:

Members recommended that all those given responsibility must ensure the achievement of the objectives. H.E. was mandated to appoint committees or individuals to implement the different aspects of the master plan. Confidentiality must be ensured at all costs.

The meeting closed at 4.00a.m. on 16-03-1992.

I can't believe you dismissed the HIMA plan. I was born in Mbarara and I was aware of what was going on when Obote abolished the Kigdoms. The Bahima are the most dicriminative people I know on this earth. The meetng was spot on, Ugandans should wake up!

The document "Hima Clan Master Plan Conspiracy" is not necessary a true documentation though for some of us who have worked closely with M7 as far back as 1972 till now, the contents were correctly predicated similar to Animal Farm.

This documentation first came to our desk (PPU Intelligence Office) in Entebbe during the elections of 2001. Our agents tried to find the source considering that what it was stating was true, but none of us could remember that meeting taking place.

Yes, in all meetings which M7 conducts with us the Bahima (not that he is one), he emphasizes the need to promote as many Bahimas as possible both in civil and military institutions and we have our own training camps such as the forest in Bihanga Western Uganda.

What scared us most in intelligence in Entebbe and Kampala State House was the accuracy of what was being stated and we found it difficult to pin anyone since all that was said was actually happening.

Well, not all of us approve of what has happened and most Bahima are trying as much as possible to distance themselves.

The particular meeting did not take place but M7 has at one time or other told each of those people on how he sees the Himas progressing.

Dear Editor,
The circulation of the Hima clan master plan affected many people in our last elections and it was an eye opener to Ugandans. People who supported Museveni lost miserably in the north and east because of this document.The document has been implemented in its entirety and it is true that this plan exists even if some people want to deny it now.

Why did Salim Saleh and government blog/block Radio Katwe? This document touched the core of Museveni and Bahima plan and they were shocked that it had leaked out. Some people have probably lost their lives and livelihoods because of the leakage.

Do not dismiss this letter let Ugandans read it and decide for themselves what is good and right.Thankyou katwe for this high level and standard publicity.

I was a first year student Mbarara University when the HIMA document first came to public. If my memory can do me a service at least for now, it was ENTASI (A Runyakore weekly newspaper) that first published the document in Runyankole of course.

Infact all the copies that Entasi publication released for that issue were all bought out by PPU (Presidential Press Unit) and others intercepted along highways as they were being delivered to Kampala and other sides of the country. I was lucky, because during the night before the paper came out I had met one of the editors in Vision night club and snatched a copy from him.

Its this copy and only my copy that remained in circulation after PPU disimantled virtually everything the Entasi publications Ltd had at that time. the headline of the paper was

Thank you Radio Katwe for bringing out the satanic verses in the M7 fundamental change. The Hima master plan is freaky. Is that why they pounced on Dr. Besigye when he dared stand against the evil incarnate in 2001 and 2006(Minutes 6)? Note: No.6 is the devil's number that is why death was recommended for potential leaders who would attempt to fail the master plan.

Is that why they want to exterminate the Acholis through IDP Minutes 7 (c)? During the Cold War era the Chinese said one American may kill a Chinese but one million Chinese will kill one American. The Bahima may masculate and try to supress the rest of Ugandans, but now that the cat has been let out of the basket they better prepare for the consequences. Note: Ugandans are used to violent change. It only takes a spark to start an inferno. Ask Taban Amin. Ask Abdala Nasur. Ask Lutwa in his grave.

Thank you for your thoughtful comment. There exists a lot of fellow Ugandans who believe like "Kahiima mwene Rutembana". We may disagree strongly with them, but they have a right to air their views. No one should be afraid of wrong ideas, or seek to supress them. The better way is to have them in the open then out reason the man then we can get rid of such foolishness. You never know if he is a reasonable person he will change his thinking to the better way.

Every Ugandan has a right of assembly to organise themselves in clans, tribes or other societies as office workers or school mates (OBs). Collective efforts are good for our country because we are very poor and need each others support.

As our Bahima friends, we all want our children to be well educated, get good jobs and live a good life. So if our brothers want to meet as Basita clan and promote education and so on, that is positive development which should be encouraged.

But for us what we are against is how these people go about doing it. This Musevenism way of stealing, killing and grabbing is completely wrong and what we are fighting against. Anyway the man has been a life long bandit, liar and schemer, so we cannot expect more of him.

It is wrong and a crime to steal our government (tax) money to use for your private ends. We pay taxes so that the government can build schools etc everywhere to educate our children. That money is not for a select few to be educated free at our expense. If you want to sponsor your clan members, raise your own private money and use it. Our European and American friends give us grants and loans which are stolen for private ends, this is a crime against Uganda and you will pay for it. Don't think buying property in London, Brussels and America you are now safe. You are going to be followed forever.

It is a crime against all Ugandans, to lock out other qualified people from jobs because you want to promote your own private agenda. We cannot accept this primitive sectarianism. Work must be on merit, and we are going to fight against this primitive way of giving unqualified people big jobs using tribes and cronysm.

If you want to be the richest, well, no one can stop you. You try your best. But going around and grabbing the wealth of Buganda, grabbing our industries, banks and government property is very stupid and will never get you anywhere. It is theft and one time or the other, you will be forced to "vomit" it. Ugandans are watching, you can feel that you are so clever and untouchable but it is only a matter of time before things change like night to day. The right way to be rich is work hard, get your own money and use it wisely to become rich. Not this primitive way of looting and plunder like savages.

It is your right as any Ugandan to aspire to high offices like army commander and president. But you have to follow the right way. Saying that only a certain people should be the president and other competitors should be killed is treason. These are the kind of policies that keep us fighting and unstable for the next centuries.

They now misuse our security like Police, army and intelligence to spy on us, beat us, detain us illegally for years, torture and kill us. Not knowing that this monster will tomorrow be feeding on themselves. To be shortsighted, ill-educated men is very costly. Instead of developing we stay in the same backward state for 40 years!!

"kahiima" comments might be provocative, but if we control ourselves we can see that instead such people should be pitied, their days will be short and bitter. It shows how little education they have. This is how backward peasants reason, they see life only in terms of being envied by others but inside they know themselves that they are nothing. He thinks if he is driving a big car and living in a big house from stolen money and others are suffering or giving him false praises, then he has made it. Such a person is very shortsighted and needs to be rescued from his deep ignorance and backwardness. We must put him in prison (for stealing), but we also feel sorry for him because his mind is really small.

So you allow them to speak what they want.

The Hima clan conspiracy master plan to imperialise, divide, exploit and rule Uganda; for purposes of benefiting the few Basita clan is believable. In the last 15 years except objective five (5), which Radio Katwe has decided to publish, 99% of the the four (4)objectives have already been achieved:


To have the highest education qualifications during his term of office for their children.
To make sure they are the richest people in Uganda with the 50 years master plan.
To make sure they control the army and have the highest ranks in the army.
To ensure that they take charge of all the resources in the country
To ensure none of those not concerned, not to know about the action plan.

Allow me to comment on the agents of divide and rule. These are non members of the Basita clan, but prominent, treacherous and obsequious Bairu, Bakiga, Baganda, Basoga, Acholi, Bateso and Langi. These people only think of themselves and immediate families. Their selfishness makes them perfect tools to do the dirty work of the Basita clan.

Examples of agents of divide, plunder and rule:

I start with Omara Atubo and the land question. He betrayed his party UPC and crossed over to to replaced Otafiire as Minister of Land. Otafiire (Bairu) successfully parceled out Butabika land to the Basita race. If anything goes wrong with the land question he Atube will be a perfect scapgoat.

Prof. Apolo Nsibambi has been appended to Omara Atubo, in order to acquire 40,000 hectares of land in Amuru district to Madhvani to grow sugarcane (The Daily Monitor 4th Dec 2007).

Since the Hima clan wants to get rich at all costs, why doesn't Nsibambi take Madhvani to Kiruhura, Bushenyi, Ntungamo or Buloba (his land) instead of Acholiland? Besides Otafiire would benefit instead of smuggling sugar. The Acholis are not in a hurry to get rich. They want to settle and take charge of their lives after a devasting genocide masterminded by the Basita clan.

Kahiima Rutembana rightly said so, Pot belly Walter Ochora and Otema Awany all Acholis were bought and presided over the destruction of their people and conniving with Salim Saleh to fence off land in Amuru District. After a failed Plan for Modernization Agriculture PMA, the Basita who have nothing to do with agriculture threw it at Hon Hillary Onek an Acholi. Instead of being given what he knows best in the energy sector - a hydrology engineer who could have solved Uganda's endemic energy crisis - he was thrown in Agriculture with no money to implement anything.

Prof. Kiddu Makubuya the Attorney General a Muganda is in place to implement the new land law that will see Baganda lose their land to "batembeyi" Balalos. And Tamale Mirundi the Presidential Press Secretary is the paid piper who plays according to the masters' call.

Dr. Ruhakana Rugunda a Mukiga- a non Hima as Minister of Internal Affairs is doing the dirty work to silence the opposition less they (opposition) scatter the 50-year plan.

Otafiire a Bairu is in charge of Local Government, which is the largest Ministry. Although he is the top dog, but the one driving the reversal of the decentralization programme is Mrs. Mwesigye. It is therefore not suprising that Kampala City will soon be handed over to Basita sharks to take whatever piece of land they want. (It is so nice to be your own landlord!)

Least but not last; after Jim Muhweizi got a big catch: Global and Gavi funds, Dr. Malinga a Muteso sold his soul, betrayed his party UPC to take charge of health. From now onwards, whatever goes wrong Malinga a Easterner is to blame. On the Commercialization of education and medical service Minutes 7, former press Secretary Onapito Ekomoloit (aka Ona)a Muteso from Kumi is a paid piper on the payroll of the Hima clan master.
Whenever Ona appears on the Kfm Hot Seat talk show, he defends the failing healthcare service and advocates for the commercialization of public health care. Strange. As his impoverished, homeless people perish with malaria and other waterborn diseases after the recent past floods, here is a son of Teso advocating for paid healthcare! Where will his people get the money from?

All the above and others at large have betrayed their country for pieces of silver.

It appears the 50 year
Hima plan is true since some people have come out to defend it. Why must some selfish clan sit around in the president's house and plan to exploit a whole country for the benefit of a few thousand whose origin are under scrutny. This is treason. Museveni is committing treason. And this has pissed me off.

Here is a final solution for this nonsense: secession, secession, secession; not even federation. After secession nobody will complain about tribe X, tribe Z is dominating and killing us. Through self-determination we we shall be better off. If Rwanda tiny as it is can be a country why not Acholi sub-region? Sao Tome is a country with only 60,000, there is also Linkenstein in the middle of Europe aren't they are managing? isn't the Vatican a country in its right? Yugoslavia spintered so what? Etheopia and Eretria parted way so what? Uganda can go the same path.

There is nothing wrong with seccession since there are always reason for it: oppression and exploitation by negative dominant forces. There is already seccession taking place in Uganda in name divide and rule by proliferating new districts. Purely for purposes of political expedience of the Hima pest.

Hussein Kyanjo and Norbert Mao have already openly said it. Let the Baganda, the Banyoro and the North seceed and we see what these pests wants to plunder.

The Banyoro who have suffered since Kabalega time will be free to exploit the oil. The Banyoro better wake up would you? The Basita 50-year plan is in writing! Read it. How come it is the PGB guarding your oil field and not some private security organization or the police? Remember they are conspiring to gang up with powerful Western countries in order to fulfill thier 50-year plan.

If the north seceds today, there will be no loss. After all, in the last 20 years they were not benefiting from the country Uganda. And Uganda as a country was not benefiting from it. These people have been stereotyped are looked upon as nuisance. That sub-region was and is still being taken care of by NGOs, not the NRM government. If the government is there it is only eying and mapping out what chank of land they can grab in the name of investment.

What use is a region that can't be exploited to fulfill the Hima empire? Impoverish the people, depopulate and take it over. There were no taxes being collected and the government was only offering lip services. If the government gave any fund it was stollen and raked back by the Basita clan through their local agents. How many rehabilitation programmes have been initiated for purposes of the north, and yet there is nothing on the ground? The beneficiaries are just the Prime Ministers Officials.

To heck. Let the Baganda, Bairu, Banyoro, the Northerners, Easterners and others deny the cold blooded Hima thier dream to dominate us. If We seced they will be forced to go back and roam their baren land or go to Rwanda and Burundi to slaughter themselves.

i dont think its wise one to keep shouting and expect no return if we behave and try to argue in an open minded way and we distance ourselves with abusive languages then it would probably help us to understand why so may horrible things are happening in our beloved country Uganda.

I congratulate you for updating us but unfortunately I have a hima friend whom I love dearly! Its true what you are talking about the bahima plan. I am non muhima but my girlfriend is a muhima so her family is as well. Not to take you far this girl loves me she even lied her parents that my late parents were bahima so that they could accept me.

Now am accepted in the family. I happened to get a security Job in Iraq but if i tell you the truth the place is full of ugandans mostly who are bahima whatever they tell me I just keep silent because I dont want them to know that am not a muhima.

But the truth Bahima have done it all and they are planning really to take other ugandans for a ride! why aint they taking all ugandan tribes to Iraq to earn good money like the bahima are doing? Is it because the company is owned by Mrs Salim Jovia but using Kayonga her sister since Jovia is in the black books of America due to Congo deals!

These people who are working in Iraq most of them are bahimas coming from deep in the villages ! So ugandans we have to be careful or let us ask our God to change Musevens heart to have a feeling for non Bahima coz we are also human beings.

I remember when the late Obote was in power so many banyankole enjoyed almost as much as the northerners.... Thanks Radio Katwe but its sad not all ugandans read your news or can you open up something for non internet users.

Dear Editor,

It has become very difficult to remain sober after reading the shocking revelation about the president of the republic of Uganda, as having had a sectarian clan meeting in his house to lay strategic plan how to suck the country's resources to enrich the Basita Hima clan.

Now my biggest question is, where are the people's representatives in the opposition and other NRM leaders who are not members of this clan? Why hasn't this document become a rallying point to put the president and those alleged participated to task? Are our representatives that spineless?

It is 15 years since this event took place, but unfortunately the opposition continues to procrastinate even when the opportunity to turn the table on the NRM comes. They continue to suffer humiliation even when they have political weapons like corruption and this particular Pandora box supplied by their adversary.

The 50-year Hima conspiracy is a threat to national security. It is treason as one reader put it. Why doesn't the opposition waive this document before parliament in order to get a response from the executive before we are enslaved or else the rest of the country will turn their fury against innocent Bahima who are not part of the conspiracy?

Before the ink dries, Andrew Mwenda's First Issue of Independent News Magazine was out on 17th Dec 2007 with another damaging conspiracy involving the same president Museveni over Gavi fund (Museveni Vs Muhwezi). What is the parliament going to do about it? We are waiting to see what the opposition and other NRM MPs will do about this revelation. Even though the Gavi fund scandal is in court; if parliament can't put the president to task based on this allegation then we have ceased to be a country. The president has been left to do whatever he wants regardless of the law, which he swore to protect. Given so many scandalous records in this regime this president is impeachable. Our misfortune is that we only have spaghetti spine legislators that can't stand up for what is right.

This is to address the issue of the plan by the Bahima.Yes i believe that they had the meeting but its too bad the man Museveni who is believed to have been our liberator to betray us. All that was discussed in the meeting is what is happening and this is so sad. I always tell my friends,"we have read many literature book and watched movies about african nationalism and all these have at least contained a statement by the Africans saying OUR TIME WILL COME, i believe our time will come and all this suffering will be no more.

These people are shameless,they are heard in different place boasting around how they are the owners of everything, they look down on all the other tribes, employment, social services are all just acquired by chance. Museveni as a man wouldn't be a bad person but the people who work for him are responsible for everything and tomorrow their sons and daughters are going to pay.....for sure they are going to pay. The grief that the people have is just kept to their hearts because they are helpless, the army, the police and other powerful institutions are owned by "those people"therefore there is no power,but as i said OUR TIME WILL COME.

I need to ask how is it that readers are abusing people like Kigyagi?? If l remember correctly, Kigyagi's first contribution (together with his dear Hon. Buturo) was to write that: 'The people who originate the info in Katwe are certainly sick in the head or they have some special handcap which i cant find a word for.'

Buturo agreed, writing: '...I have found that there is a spirit or demon which specializes in attempting to turn lies into truths...It recruits willing souls who then propagate its lies. Sadly, it is on rampage in our land and the victims are our people's minds and subsequent utterances.' (Check News in Brief-12 Dec 2007).

Now, these 'Government Officials', instead of challenging in a manner befitting their 'positions', whatever views they disagree with, stoop to that level & insult readers! What do you expect already angry readers to do?

This is the problem with Uganda today: it's OK for corrupt, incompetent government parasites to loot the country dry in broad daylight, and insult, laugh at the rest of us at the same time. But the minute you open your mouth to complain, you are accused of being disrespectful, or sick in the head.

Sir, when Ugandans begin to realise that Uganda is for all Ugandans, that is when we just may begin to move forward. It should be about the individual, his/her merits (not his/her tribe) in power. Until then you can never convince me you truly love Uganda, if you think otherwise. Because then you will look like you only 'love' Uganda when your tribe is in power, because then your tribe can 'eat'.

You know, I hoped that M7, when he came into power, would have learnt from Uganda's turbulent past, and tried to make sure history does not repeat itself. Well, Ray, he did learn a lot. He learnt that his people should be first to 'eat', he made sure he has amassed huge personal wealth (just in case), he learnt to be brutal/ruthless, to bribe his way through. Basically, by any means neccessary. You may choose not to believe this Ray, but the killings, the lootings, the intimidations you wrote about in the past, they are very much thriving today.

Uganda has never had a peaceful transition of power. We are still waiting/ hoping it will happen. I personally do not see it happening.

HIMA MASTER PLAN

I don't take the master plan lightly because some things I was told about some years back, have come to pass.

Around 2003, a friend of mine who is close to some 'big fishes' in gov't told me of some information she secretly heard about 'plans' for land in Uganda. She advised me that if I have land but has no land title, I should rush and get a land title very soon. she said there was a sinister move by some "sharp" people to slowly grab people's land especially those lands with no titles. So to be on the safe side, one had to acquire a land title.

From the way she expressed herself, she looked troubled and I clearly sensed that there was danger. I later told friends & colleagues to get land titles for their lands, but I never told them why.

Now a few years down the road, we've seen all sorts of orchestrated drama, from the balaalo invading Teso (remember the ones Musa Ecweru caned?!) to those in Arua, the chaos in Buliisa, the land bonanza in Kampala - Shimoni, UBC, Butabika, Luzira prison, etc. And then I recall what my good friend told me. So it was planned long ago.

In short, don't take the master plan lightly. Already some of the resolutions have come into effect, others are happening.

Cry, the beloved Country.

Hima clan and Tutsi. I have always told my fellow Ugandans how Tutsi and Hima will ever get together. They just promised each other to get to power and help Rwandans go back home or couldn't stand being two masters in the same country.

Those Bairu who grew up in Ankole know very well how those two peoples couldn't stand each other. I'm sure it goes to Rukungiri, Ngoma and other places where the Balalo/Bahima ended up. These two took advantage of the little knowledge the Baganda and other tribes in Uganda had about them.

Museveni used divide and rule and claimed to the Baganda, West Nilers while in Luwero to fight Obote. The two didn't realise Museveni was using them comfortably to pursue his own agenda of destroying the whole of Uganda.

He then started on the Easterners when he got to power, how smart?, In the end he made Uganda his own personal property. When he came to power he had origially promised to give back all the Kingdoms, but didn't give back the Ankole Kingdom. I kept asking my fellow Ugandans why? Their reply was naive, he fears us "because we are powerful" (Baganda). My answer was no; he just didn't want to bring back the old Bairu and Bahima clash.

Unfortunately Besigye brought back exactly that. Bairu realised that actually Omuhima will always be Omuhima - simple! Now thats why Radio katwe can get the facts of what has been going on. Have you noticed before Mayombo' death no politician ever mentioned poison? It is Museveni who is now saying it himself and opening people's eyes how poison has been comfortably used in Uganda and ouside to elliminate "BIPANGAMIZI" (sabotuers/enemies).

Not HIV = AIDS as many have been made to believe for the last two decades. The man got used to traumatising Ugandans and they run to him for safety. In Luwero it went on for years and he enjoyed every single bit of seeing people suffer. He is still enjoying Ugandans suffering around the world on Kyeyo! He then calls them back with an offer of his amnesty and beautiful jobs. Ugandans think you are on Kyeyo - no you are in exile and I suggest we go back to Geneva and change the rules of a refugees because Museveni is persecuting Ugandans by imposing poverty on all non- Bahima in Uganda.

Before Museveni came to power, Bahima were one, united. What is King Barigye saying about this? Nothing; because the Bairu supported Obote in dismantling his Kingdom.

Wake up Ugandans and go back to your history thats where our problem lies Museveni is just using it to play us.

Balaalo, Ugandan's land, Kony, Karamajong's cattle and so forth is what Museveni is claiming to solve. You have to remember while Museveni was in the bush he was calculating and surveying your land and its resources, from Luwero, Teso, Acholi up to Arua, simple! Now he wants all of it.

Wake, wake up!!!!!!!!!

Hima clan Master Plan:
M7 has always said that he will retire when he completes his "Mission", so now we know the mission. An evil one. This can not be allowed to go on. He has penetrated all parts of Uganda; there is no where you can go and not find the "Balalo". Everywhere they go, they are buying large chunks of land from "made poor" peasants. Whose poverty has made them blind of the value of their land and are almost giving it away freely.

In 2004, I used to wonder why a man from the west would be interested in land as far as Busia; now I know. Make them poor and then control them in all ways economically, socially politically and even idealogically.

Are we Ugandans asleep? M7 himself tells you that his "Ministers" (I will add that even MPs) just go to sleep in parliament. He is right. Why, because they do not oppose anything he says.

When he says, Extend presidential term limit; all say YES!!!

I want a jet. All say YES!!!

Mabira must go; answer is YES!!!

KCC should be taken over by Central Government; YES!!!

When shall you ministers and MPs wake up and stop saying yes to evil. You think people will blame M7 for what you have endorsed? No way. You think you will run away with him in his new jet you endorsed? No way. Wake up now.

I will add the army to the list of those asleep. We have the so called professional soldiers (read army) that are more educated than we have had in previous regimes, but what do they do apart from tormenting unarmed innocent civilians for the sake of one evil man? It is time you soldiers also wake up from your sleep. You are being taken for a ride.

Since he is armed to the teeth, it has to be you "Uganda loving soldiers" to deliver us from evil. If civilians rise and march, he will certainly order his henchmen (PGB full of Bahima) in uniform to shoot all of them. And since they do not care about any ordinary Ugandan, they would do it without haste. But if the soldiers rise and march, he would face fire for fire. It has to be the army to deliver us from this evil.

THE Uganda Human Rights Commission has opened a new regional office in Arua town. The Danish Ambassador, Natalia Feinberg, on Tuesday unveiled the office that will cover the West Nile region.

Feinberg hailed the commission for sailing through challenges to become a well respected institution, not just in Uganda, but globally.

Commission chairperson Margaret Sekaggya, said they had inspected 50 detention centres to ascertain living conditions of inmates and make recommendations for improvement where possible.

THE immigration office in Entebbe is receiving an average of 71 Ugandans per month, deported from abroad.

According to the assistant commissioner, Entebbe Immigration Office, John Nuwagira, these Ugandans are mainly deported from South Africa, Japan, UK and UAE.

â€Å“They are usually returned penniless and desperate,” he says.
Most of them are deported for working without permits, over-staying visas, crimes, expiry of passport or family disputes.

Nkuba kyeyos, Ugandans working abroad, are earning the country a lot of foreign exchange in form of remittances. These earnings reached a record level of $1.4b (sh2.338trillion) in the 2007/2008 financial year, making remittances the major source of foreign exchange.

For many who stay out illegally, life is not as comfortable as the money they bring. Deportation remains a constant fear.

It is a mind boggling experience for victims who claim torture, abuse and in some cases, confinement for failing to co-operate with officials who deport them from foreign countries.

Simpson Namureba in South West London says they move about ready to duck or burrow when immigration officers mount stop and search operations, especially at tube stations. â€Å“They can raid work places and ask for residential status at awkward hours,” he says.

Namureba says jobs have become scarce in UK because the EU allowed in Polish citizens seeking employment. â€Å“Employers are more strict with recruitment; they ask for a work permit, passport, police record and a personal bank account when recruiting cleaners or even care takers,” says Namureba.. He says this has made working for more than 16 hours a day impossible.

Birnberg Peirce & Partners compiled a report, Medical Justice and the National Coalition Against Deportation Campaign, explaining that the UK Home Office contracts private â€Å“escorts” to assist in deporting unwanted foreigners and an alarming number of injuries have been sustained by asylum deportees.

In 2006, over 100 cases of alleged abuse involving attempts or successful deportation of African detainees were reported.

Efforts to get a comment from Kenya Airways and British companies were fruitless as management declined to comment saying the allegations involve the British Home Office.

The report refers to some 29 cases involving Ugandans. An example of Duncan Kasasa is given. He was taken to Heathrow Airport and told he had to be flown out despite suffering from high blood pressure, was dizzy, sweaty and confused.
â€Å“One of the ‘escorts’ for Mr Kasasa reportedly told him: â€Å“You bastard. Uganda is peaceful. You are going back. You are a pretender - batty boy,” the report notes.

A Kenyan woman, known only as Ms BM, who, suffering mental illness, alleges that she was handcuffed and sat on by security officers at Yarl̢۪s Wood Immigration Centre.

The UK Labour MP Dianne Abbot was quoted as saying the information contained in the 70-page document was â€Å“one of the most shocking reports about our immigration system that I have seen in 20 years as MP.”

The report catalogues the frightening state-sponsored violence against asylum-seekers when they are being deported. This report suggests a complete failure [by the Home Office] to investigate many of the allegations.

â€Å“This report is distressing. But for (UK) ministers, it is a damning verdict on their inability to inject even a shred of humanity into a flailing immigration system” added Abbot.

When contacted about why Ugandans abroad are not protected from this persecution, a source at the foreign affairs ministry said it was the duty of individual embassies to see that every Ugandan abroad is treated fairly. â€Å“But many are reluctant to register with commissions upon their arrival.”

He explained that many Ugandans shun their embassies until they are detained by immigration officers, when they divulge their places of origin. The embassy learns about their fate when it is too late..

â€Å“And even then, they do not want us to know much about them because many are already planning to process different passports and return,” he adds.

A senior immigration officer, Eunice Kisembo, says in Uganda, before a foreigners are deported, they are given two weeks to appeal and have a chance to take their belongings. In addition, their legal and their human rights are respected.

In Uganda, Mission After Custody (MAC) was formed in 2005 to assist people reintegrate into society. It also took on Ugandans who suffer deportation especially those who lose property. It has since handled 150 deportees.

MAC director Maurice Kizito says most of the deportees were from Japan, UAE, UK, USA, South Africa, Germany and the Netherlands.
He explains that on arrival, most of them are withdrawn and sad.

Fugitive Kato Kajubi is wanted over a gruesome ritual murder in Masaka

THE Police have identified the city tycoon wanted for the gruesome ritual murder of a 12-year-old boy in Masaka as Godfrey Kato Kajubi.

The now fugitive Kajubi hired a traditional healer, Umaru Katereregga, 27, alias Bosco and his Tanzanian wife Mariam Nabukeera, 21, to kill Joseph Kasirye for ritual purposes, the Police said yesterday.

In a statement they wrote at the Masaka Central Police Station on October 19, the couple said they beheaded Kasirye on the request of Kajubi.

Police spokesperson Judith Nabakooba yesterday said anyone with information that could lead to Kajubi’s arrest should call telephone numbers 0714667872, 0714667873, 0714667878, 0714667877 and 0772696886.

Kajubi, Nabakooba added, runs businesses and owns homes in several places such as Masaka, Jinja and in Kampala suburbs of Kalerwe, Makindye, Salaama and Wandegeya, she said.

She added that Kajubi owns a hostel in Makerere Kikoni, property in London and was once a cigarette dealer.

“He is a local and international businessman. He is on the run, but we appeal to everybody with key information to contact the Police,” said Nabakooba.

The Police yesterday said Kasirye’s body parts were buried in a city mansion which Kajubi is constructing.

The murder of Kasirye, a son of Joseph Matovu, a neighbour to Kateregga, took place at Kayugi village, Katwadde parish, Mukungwe sub-county, Masaka district. The couple was promised sh12m, but Kajubi paid them just sh350,000, and promised to pay the rest if they provided another three human heads. However, the Police moved in on them before they could execute their macabre assignment.

The suspects were charged last Monday before the Masaka Chief Magistrate Court and remanded to Masaka Prison.

The prosecutor said the accused and others still on the run, kidnapped Kasirye, killed him and cut off his head and genitals which they sold to Kajubi. The case will come up for mention in the High Court on December 12.

The cases of ritual murder appear to be rampant.

Sunday Vision reported how a city mason saw a ritual murder of a girl in June 2006 by a prominent city businessman.

The seven-year-old girl, clutching a doll and wearing a white dress, was dropped into the pit in the standing position. She was buried alive when a man shovelled concrete into a pit, the mason added.

“The child screamed about three times and then stopped.”

The rich man owns several buildings in the city and its suburbs, and is well known in business circles.

He has recently been at the centre of serious ownership wrangles involving several prime plots in the city.

According to the 2007 Police crime report, 230 children fell prey to criminals.

Of these 108, were abducted, 13 kidnapped, 54 mysteriously disappeared and about 56 were stolen.

Four children were murdered. The Police rescued 44, but the fate of 130 children is unknown.

Most cases occurred in Mityana, Katwe, Jinja, Masaka, Kira Road in Kampala, Masindi and Tororo districts.

The report said some children were used in ritual sacrifice and others for sexual exploitation.

June 6, 2007: Ismael Ssekajja, a nine-year-old pupil of Mahad Primary School in Kisekka sub-county, Masaka district, was beheaded and the body dumped in a swamp. The body parts were missing.

July 16, 2007: James Wanzaale, 12, of Nansyono village, Gadumire sub-county in Kaliro district, was allegedly beheaded by his uncle, Patrick Baligeya, in a bid to get wealth.

September 15, 2007: Joram Namanyira, 12, was killed by a guard, George Wadonya, who allegedly connived with the boy’s caretaker, Rose Nabwire, in Rubaga division, Kampala. The Police found the body in Saul Kaya’s home in what the Police called a ritual murder.

February1, 2008: 11-year-old Jimmy Turyagyenda was almost sold for sh3m to a witch-doctor by his father Jackson Nzaine in Katabi, Entebbe.

May 2, 2008: Hassan Ondoga of Naguru Kampala went missing and his body was found burnt at the Golf Course in Kololo. The Police suspected a ritual sacrifice.

May 27, 2008: Three traditional healers were arrested in Bwondha village in Malongo sub-county, Bugiri district, over possession of a human skull, hair and bones. The Police said they were involved in human sacrifice.

October 26, 2008: The body of seven-year-old Bwenge was found in a pit-latrine belonging to Grace Kansiime a week after he went missing. Kansiime was a sister-in-law of a traditional healer. The Police said the body had cuts, with the tongue, private parts and heart missing.

October 27, 2008: Joseph Kasirye, 12, was allegedly beheaded by Umar Kateregga, a witch-doctor in Masaka, with the help of his Tanzanian wife Mariam Nabukeera.

November 2, 2008: Assailants beheaded 73-year-old Sylvester Lwanga of Lwagurwe village in Kyanamukaka sub-county, Masaka district. The Police suspected ritual purposes.

November 19, 2008: 18-year-old Fiona Namutaaya of Kawempe, Kampala, was arrested over theft of a one-year-old baby, David Gwanga. The child was stolen from the mother’s house in Nsambya Kevina Zone, Makindye division, for sacrifice. The baby was recovered.

Godfrey Kato Kajubi has four shrines at his home at Gayaza on Masaka-Kyotera road and in Kisojjo in Kibinge sub-county at Masaka district, the Police said after a raid yesterday.

However, a Police search in the house and two shrines yielded nothing. The officers were unable to enter and search the third shrine because it was surrounded by a swarm of bees.

But they recovered a jacket for a gun.

“We suspect that he moves with a gun wherever he goes and does not carry anyone in his car,” a Police detective said.

Kajubi’s home at Kisojjo has a fence and residents said teachers from nearby schools live in it.

The Police last evening, however, did not enter the Kisojjo house because there was no one present.

A resident said Kajubi has a wife in Denmark whose official home is in Muyenga, a posh Kampala suburb, and another wife only identified as Nalwadda in another mansion in Lungujja.

The resident said he had taken a long time without seeing Kajubi but he had been informed that the man often visited his home at Kisojjo.

Another resident said when Kajubi’s father Eriya Paul Sendaula fell sick, he insisted on taking him to a traditional healer, contrary to the wishes of other relatives. The man died.

“This man does not allow any one to access his shrines at Gayaza and I don’t know the kind of people who go there,” a traditional healer from Masaka said.

He added that a white vehicle normally goes to the shrines late at night and that this happened just on Thursday.

The Police have launched a massive man-hunt for him.

FACE Technologies should work with the Uganda Revenue Authority to ease the process of acquiring permits. Timothy Baguma, the chairman of the Transport Licensing Board (TLB), said delays in processing driving permits by the firm were frustrating the public and had led some people to acquire fake ones.

“Motorists have been responding positively, but the prolonged, unnecessary and bureaucratic process of getting genuine computerised permits have made some people to resort to the fake one sold on the streets,” Baguma said.

Face Technologies was contarcted by the Government to issue computerised driving permits.

Baguma made the remarks during a field tour of the Kyambogo-based company by the board following complaints from the public over the delays in processing permits.

Meanwhile, the firm has opened upcountry branches to make it easy for motorists outside Kampala to acquire permits.

Linda Minega, the operations manager, said they had opened branches in Gulu, Mbale, Mbarara and Fort Portal, adding that more would be opened in other districts soon to meet the increasing demand.

Steven Kasiima, the Commissioner for Traffic and Road Safety, advised the Police vehicle inspection unit, which conducts driving tests for driving permit applicants, to indicate the health defects of the applicants in their permits.

“If one is tested with spectacles because of eye defects, it must be reflected in the driving permit.

“If such a person is found driving without glasses, they would be committing an offence and would be charged,” Kasiima said.

Kony fails to show up for peace signing

THE LRA leader Joseph Kony again failed to show up for the signing of the peace agreement yesterday. The government peace team and mediators waited in vain at Ri-Kwangba in South Sudan for the second day running.

Chief government negotiator Dr. Ruhakana Rugunda, state minister for defence Ruth Nankabirwa, the UN envoy to LRA affected areas, former Mozambican president Joaquim Chissano and South Sudanese Vice-President Dr. Riek Machar had travelled to Nabanga, a remote town in southern Sudan, from where they would fly to Ri-Kwangba for the signing.

“We have not signed any pact,” Rugunda said in a telephone interview from Juba.

“Time is definitely not on his side. The people of Uganda want this concluded so they embark on other things.”

Rugunda said the Government delegation waited at Nabanga until 5:00pm when LRA team leader David Matsanga asked for more time to “brief” Kony.

Frustrated, the delegation flew back to Juba late last evening. A detailed report is expected from the LRA, traditional, religious and civic leaders from the north, who were still in the rebel camp in Garamba, DR Congo. Rugunda said Kony failed to sign the peace pact on April 14 and again on November 29.

The internal affairs minister is expected in Kampala to brief President Yoweri Museveni before the Government decides the next action.

“We are not going back to Ri-Kwangba,” Rugunda said.

“The ball is squarely in Kony’s court. He is the one who has refused to sign the final peace agreement.”

On Saturday, Kony said he would only sign the deal if the world court (ICC) arrest warrants against him were dropped and if all his soldiers were integrated into the UPDF. But, said Rugunda, the matter will not be reopened. “Anything to be raised will be addressed in the final agreement.”

Nankabirwa said: “I am not surprised that he has not signed but disappointed.”

Dr. Nyekorach Matsanga, speaking by telephone, yesterday said Kony was still in the jungles of Congo meeting 22 northern leaders. They include Acholi paramount chief Rwot David Achana, Langom, West Nile and Teso chiefs and the premier of Bunyoro kingdom.

Others were MPs Okello-Okello (Chwa county), Jimmy Akena (Lira town) Archbishop John Baptist Odama and Sheikh Khelil. Matsanga said he would brief Rugunda about the meeting.

“Kony has accepted to sign the peace agreement,” Matsanga said. “But he needs to be reassured on the question of the ICC.”

He also needs to speak to Museveni directly on issues regarding his return home and inclusion in the Government, Matsanga added.

Peace talks sponsored by Sudan and the United Nations halted in April when Kony refused to sign a peace accord at the last moment after tortuous negotiations.

The LRA has fought the Government since 1988, two years after the the then National Resistance Army (NRA) came to power. Tens of thousands of people have been killed and nearly two million displaced in the two decades of fighting.

UN Under Secretary General John Holmes warned on Friday of a regional disaster unless the LRA signed the peace deal.

“This is the last chance for them (the rebels) to do so,” Holmes told reporters in Juba.

Amnesty is a case of International law

THE Juba peace process brought to the fore the old debate on restorative justice against retributive justice as a means of remedying the injustices caused to the people of Northern Uganda during the 21-year-old armed conflict between the UPDF and the Lord’s resistance Army (LRA) rebels.

While the former emphasises amnesty and reconciliation, the latter focuses on punishment for the perpetrators. But to what extent is amnesty legitimately available to the suspects if it is established that they committed grave international crimes?

Implicit in the question of amnesty for these crimes are political and legal considerations. However, amnesty for perpetrators of international crimes is essentially a legal issue.

International Law
Granted, international law does recognise a measure of amnesty as an accepted legal concept and a gesture of peace and reconciliation at the end of a civil war or an internal conflict. But in its current state, international criminal law seems to unequivocally frown upon blanket amnesty for perpetrators of serious offences such as genocide, crimes against humanity and war crimes.

The Government in a bid to end the LRA enacted an Amnesty Act in 2000. The Act purported to grant blanket amnesty for ‘all Ugandans who engaged in a war of armed rebellion against the government since 26th January 1986’.
The Act received severe criticism from several human rights organisations, both local and international which called for its repeal.

Due to international pressure to bring to justice the perpetrators of the northern Uganda atrocities, President Museveni disregarded the Amnesty Act.
He then referred the situation to the International Criminal Court (ICC). Two years later, the ICC unsealed warrants of arrest for the LRA leaders.

In apparent attempts to undercut the ICC investigations, the Uganda government and the LRA subsequently signed two agreements. They were the Comprehensive Solutions to the Northern Uganda Conflict and Reconciliation and Accountability.

The objective of the two pacts was to induce the withdrawal of the ICC warrants against Kony and his senior commanders — Vincent Otti, Okoth Odhiambo, and Dominic Ongwen. Despite the agreements, the ICC is actively pursuing the suspects’ arrests.

The Government argued that amnesty and the withdrawal of the ICC indictments would provide the necessary incentive for the cessation of hostilities by the LRA.
The ICC will not drop charges against LRA unless the Government shows its ability to bring the LRA to justice in a credible criminal justice system where blanket amnesty is not an option.

In Sierra Leone, the 11 year civil war pitting the government and the Revolutionary United Front, cost an estimated 200,000 lives as well as maiming and displacing tens of thousands of others.

In 1999, Sierra Leone and the rebels signed the Lome Peace Accord, which purported to extend blanket amnesty to people who may have been involved in the atrocities. However, during the signing of the accord, the special representative of the UN secretary general for Sierra Leone was under instructions to append his signature on behalf of the UN with the disclaimer that the amnesty provision would not apply to international offences of genocide.

Crimes against humanity, war crimes and other serious violations of international humanitarian law. Indeed, when the Special Court was established, its statute expressly outlawed any amnesty in respect of crimes.

The Sierra Leone case is peculiar also in the sense that the Special Court operated concurrently with the Country’s Truth and Reconciliation Commission. On some occasions though, the two appeared to operate at cross-purposes.

The South African truth and reconciliation process remains one of the most successful models in modern transitional societies. Established under the 1995 Promotion of National Unity and Reconciliation Act as a constitutional compromise to avert continued bloodshed, the commission offered amnesty to people who candidly and publicly confessed their political crimes.

They included people who had committed international offences such as crimes against humanity, one of which was apartheid itself under the 1973 International Convention on the Suppression and Punishment of the Crime of Apartheid.

The South African Truth and Reconciliation Commission was however, without controversy. In the countdown to its establishment, many South Africans called for Nuremburg-style trials of white officials who were seeking amnesty before agreeing to relinquish power.
The commission’s emphasis on amnesty as opposed to retributive justice caused resentment to many South Africans, including Steve Biko’s family.

The family petitioned the country’s constitutional court, arguing that the amnesty provisions violated the right to legal redress and were a breach of South Africa’s international law obligations.

Although the Constitutional Court dismissed the petitioners’ claim, they did not fully address the legality of the amnesty causes under international law.
Given the position of the international criminal law on this subject, the South African amnesty clauses would not be a barrier to future international prosecutions of apartheid atrocities.

Indeed, among many black South Africans, there is lingering resentment over blanket amnesty for their oppressors, some of whom continue to deny the atrocities they committed.

Sooner rather than later, the Ugandan government ill have to make a decision how to move forward in light of refusal of the LRA to sign the Juba peace agreement.

Whichever way Uganda decides to go, one thing is clear — international law does not permit blanket amnesty for perpetrators of crimes against humanity and related atrocities.

Besigye sends Xmas greetings

FORUM for Democratic Change (FDC) president Kizza Besigye and his family have conveyed their love to the deprived and insecure during the festive season.

They have vowed to work for a just and caring society.

“We are especially thinking about the vulnerable children, persons with disabilities, those ravaged by war, abused workers, those afflicted by hunger and natural disasters and refugees,” Besigye said in his Christmas and end of year message sent from New York in the US on Sunday.

“We believe that God’s purpose for mankind was to serve his will; the reason man is supposed to be God’s image. We believe that God is on the side of the downtrodden,” he said. “It is with this knowledge that we have the courage to face a new year of struggle. We shall not withhold any effort or sacrifice to make our society a just and caring one.

Besigye said many people live in uncertainty due to injustice.

“Those supposed to serve the common good (leaders have abdicated their responsibility. They have turned the authority entrusted to them into a tool for domination, senseless exploitation and plunder,” Besigye said.

He wished all Ugandans a Merry Christmas and a rewarding 2009.
